Marvin Kalb is absolutely correct! War Declaration is the province of Congress. It is Formal and Not At All Frivolous.

For years I would vigorously disagree with the Kalb brothers when they were at NBC. 
Now I can't agree more. 
Our founders were great students of the Classics, which they read in Latin and Greek. They were well aware of the Roman Republic and its final disintegration after Caesar and the Civil Wars. The Imperial   power for war then totally rested with the Emperor who was then treated as a God. Our founders knew their history and the Classical world. It has been forgotten today. m/r
