But seven years after his warning, The Mail on Sunday can reveal that, far from vanishing, the Arctic ice cap has expanded for the second year in succession – with a surge, depending on how you measure it, of between 43 and 63 per cent since 2012.

Apparently, the Elyria, Ohio, school district made a darn good cookie. So good, these pink-frosted confections were declared Cleveland's "Best Cafeteria Cookie" a few years ago. This back-to-school season, though, federal food police decided to put an end to the award-winning treat. Now, the plan to keep people away from their sweets seems to have backfired: People from around the U.S. (and even Canada!) are demanding the cookie.
The bad news, which The Chronicle-Telegrambroke last week:
[A federal] edict calling for school districts to provide more fruits and vegetables, lean proteins and whole grains to students along with fewer calories, fat and cholesterol has resulted in the loss of the pink cookie.
"We can't have them in the cafeteria for sale, period," said Scott Teaman, food services director with Sodexo Inc., the district's contracted food provider. "The guidelines for snacks are very strict, and there is no wiggle room."
It's not surprising the pink cookie does not meet the revamped food guidelines. Much about it hasn't changed in nearly four decades — that's how long the pink cookie was on the menu.


A local ABC affiliate explains that "the cookie, which contains real butter, exceeded the number of calories allowed per a la carte item, according to the National School Lunch Program."

My weekly appearance on The Hugh Hewitt Show chanced this week to follow a rare appearance by Barack Obama at the White House. He happened to have a couple of hours between the golf game and the fundraiser, and so thought he might as well climb into the lightweight suit and make a statement about Putin, Iraq and all the other peripheral stuff President Tee-Time doesn't usually have time for. This was his position on ISIS:
We don't have a strategy yet.
As Vlad and the mullahs and the ChiComs must be thinking: Wow! When he promised he'd be the most transparent administration in history, he wasn't kidding.
HUGH HEWITT: There you have it, Mark Steyn. We don't have a strategy, yet.
MARK STEYN: Yes, and that's true. Actually, I believe Churchill after the fall of France, went out and gave a press conference outside 10 Downing Street, where he announced that we don't have a strategy... I don't know whether that actually is the strategy, not to have a strategy, but just looking at the color of his suit, I think you would have concluded that this was a man without a strategy.
So then we discussed the suit for a bit, and whether a serious man should wear that color on television:
MS: I believe the last occasion I wore a suit that color was on a morning talk show in Australia with a lady called Kerri-Anne Kennerley, who's basically the Oprah of Australia. And I was appearing with some miniature highland cattle, and thought that if you're appearing with miniature highland cattle of a shaggy mien, then that color suit is appropriate. But as a suit for which the global superpower reacts to the incursion, as they say, intof Ukraine, and Americans signing up to die for ISIS, and all the other stuff that's going on, I would leave that suit for the Australian daytime talk show circuit.

Seeking racial balance, liberal advocates want to water down admissions standards at New York’s elite high schools.

In 2004, seven-year-old Ting Shi arrived in New York from China, speaking almost no English. For two years, he shared a bedroom in a Chinatown apartment with his grandparents—a cook and a factory worker—and a young cousin, while his parents put in 12-hour days at a small Laundromat they had purchased on the Upper East Side. Ting mastered English and eventually set his sights on getting into Stuyvesant High School, the crown jewel of New York City’s eight “specialized high schools.” When he was in sixth grade, he took the subway downtown from his parents’ small apartment to the bustling high school to pick up prep books for its eighth-grade entrance exam. He prepared for the test over the next two years, working through the prep books and taking classes at one of the city’s free tutoring programs. His acceptance into Stuyvesant prompted a day of celebration at the Laundromat—an immigrant family’s dream beginning to come true. Ting, now a 17-year-old senior starting at NYU in the fall, says of his parents, who never went to college: “They came here for the next generation.”
New York’s specialized high schools, including Stuyvesant and the equally storied Bronx High School of Science, along with Brooklyn Technical High School and five smaller schools, have produced 14 Nobel Laureates—more than most countries. For more than 70 years, admission to these schools has been based upon a competitive examination of math, verbal, and logical reasoning skills. In 1971, the state legislature, heading off city efforts to scrap the merit selection test as culturally biased against minorities, reaffirmed that admission to the schools be based on the competitive exam. (See “How Gotham’s Elite High Schools Escaped the Leveler’s Ax,” Spring 1999.) But now, troubled by declining black and Hispanic enrollment at the schools, opponents of the exam have resurfaced. The NAACP Legal Defense Fund has filed a civil rights complaint challenging the admissions process. A bill in Albany to eliminate the test requirement has garnered the support of Sheldon Silver, the powerful Assembly Speaker. And new New York City mayor Bill de Blasio, whose son, Dante, attends Brooklyn Tech, has called for changing the admissions criteria. The mayor argues that relying solely on the test creates a “rich-get-richer” dynamic that benefits the wealthy, who can afford expensive test preparation.

The FBI’s most recent national threat assessment for domestic terrorism makes no reference to Islamist terror threats, despite last year’s Boston Marathon bombing and the 2009 Fort Hood shooting—both carried out by radical Muslim Americans.
Instead, the internal FBI intelligence report concluded in its 2013 assessment published this month that the threat to U.S. internal security from extremists is limited to attacks and activities by eight types of domestic extremist movements—none motivated by radical Islam.
They include anti-government militia groups and white supremacy extremists, along with “sovereign citizen” nationalists, and anarchists. Other domestic threat groups outlined by the FBI assessment include violent animal rights and environmentalist extremists, black separatists, anti- and pro-abortion activists, and Puerto Rican nationalists.
“Domestic extremist violence continues to be unpredictable and, at times, severe,” the report states. …

CNN) -- John Walker, a former U.S. Navy officer convicted of spying decades ago for the Soviet Union, has died in federal prison, according to the U.S. government.

Walker, 77, passed away Thursday at a federal correctional facility in Butner, North Carolina, the Federal Bureau of Prisons said. The agency's website indicated Walker was scheduled to be released on parole within the year.

Authorities said the elder Walker stole, then sold, codes to help unlock encrypted Navy messages, which allowed the Soviets to monitor American military assets. The spying went on from 1968 to 1985, when he was arrested by the FBI. He later pleaded guilty.

U.S. officials later said Walker's actions did significant damage to national security.

How’s this for a jaw-dropping revelation? One week ago today, Department of Justice (DOJ) attorneys for the IRS finally admitted in a phone conversation to Judicial Watch that Lois Lerner’s emails weren’t “missing” after all! No, they were backed up alright. But the government is now saying it’s just too much trouble to go looking for them.

The Obama administration attorneys said that this back-up system would be too onerous to search.  The DOJ attorneys also acknowledged that the Treasury Inspector General for Tax Administration (TIGTA) is investigating this back-up system.

We obviously disagree that disclosing the emails as required would be onerous, and plan to raise this new development with Judge Sullivan.  As columnist George Will commented on Fox News (the only network covering this major story):

I can just hardly wait until the IRS lawyers go into that courtroom and tell the judge that it would be too onerous to stop obstructing justice in this case. That’s a really interesting defense. You know, Lily Tomlin, the comedian, used to have a character, the Bag Lady, who said, “no matter how cynical you get you, just can’t keep up.” And that’s the way it was with the IRS.
Remember this thing began in deceit with Lois Lerner planting a question to reveal this getting ahead of the Inspector General of the IRS [sic] report. Then there were a few rogue agents in Cincinnati. The IRS is the most intrusive and potentially punitive institution of the federal government and it is a law enforcement institution and it is off the rails and it is now thoroughly corrupted.
People are saying, “well, the Justice Department can take care of this.” There is a reason why Jack Kennedy had his brother [as] Attorney General. There is a reason why Richard Nixon had his campaign manager John Mitchell [as] Attorney General. It is an inherently political office and it can’t be trusted in cases like this. This is a jaw-dropping revelation.
So there you have it.

In August, parking won't be getting any easier in Boston as the city council pre-emptively bans parking spot reservation apps like Haystack. And one New York state senator makes it his mission to finally push through a 14-year-old bill to "ensure families know the dangers associated with old sunscreen." But there can only be one Nanny of the Month, and this August it goes to another nanny draining the summer fun out of the beach: The New York City parks department, which has banned boogie boards.

Insiders speculate that the ban has to do with two kids swept out to sea on boogie boards while using them in the middle of Hurricane Bertha. But all the parks department administrator had to say was this:

ANGLETON, Texas (AP) — A southeast Texas man says that despite his acquittal Wednesday for the shooting death of the drunken driver who caused a crash that killed his two sons, there are no winners.
"This was a loss for everybody," said a visibly relieved David Barajas, who cried and hugged his wife, Cindy, after the verdict was read.
Prosecutors had alleged that Barajas killed 20-year-old Jose Banda in a fit of rage after Banda plowed into Barajas and his sons while they were pushing a truck on a rural Southeast Texas road near their home because it had run out of gas. Twelve-year-old David Jr. and 11-year-old Caleb were killed.
Authorities said that after the accident, Barajas, 32, went to his home about 100 yards from the crash site near Alvin, got a gun and returned to shoot Banda.

The corporate-tax angle is the focus of the headlines on the story of Burger King’s plan to merge with the Canadian chain Tim Hortons. The difference in corporate-tax rates, the United States’s 39.1 percent and Canada’s 26.5 percent, certainly provides reason for Burger King to act. That is what Warren Buffett’s decision to back the inversion transaction makes clear. But the Burger King story reflects something more than a technical tax wedge. It reflects a wedge, or even an abyss, in our two nations’ understanding of the path to future prosperity.
Consider how Canada got that 26.5 percent corporate rate in the first place. In population, Canada is a small country. Many decades ago, the nati–on followed Britain and applied heavy taxes to fund social programs. In the late 1960s, Canada elected a kind of Barack Obama, a politically oriented law professor, Pierre Trudeau, as prime minister. Trudeau advocated a “just society,” which included universal health care and pushed for Canada’s version of multiculturalism: official bilingualism. The economic consequences of this legacy played out not instantly but over the longer run, especially in unemploymentPersistent inflation and heavy debt dogged the nation. My fellow journalist David Frum has comparedTrudeau’s despoilment to “a malicious child on the beach stomping on the sand castle somebody else had worked all morning to build.”
Over the course of a long recovery from Trudeau, Canada realized it had to act to strengthen competitiveness. Competitiveness meant competitive tax rates — all kinds of tax rates. In 2006, a new Conservative government, led by Stephen Harper and finance minister Jim Flaherty, made taxes the centerpiece of its program: “Taxes will go down for all Canadians,” Flaherty said. At that point Canada taxed capital gains heavily, though even then its capital-gains rules did not punish short-term trades, as we do in the States. But in this period, revenues did not flow as the government hoped. So the government cut the capital-gains rate down to an effective 14.5 percent, below the U.S. rate of 15 percent.

The journal Science, which is peer reviewed up the wazoo, has an interesting new study purporting to explain the 17-year "pause" in global warming, and, indeed, predicting how long it's likely to continue:
The "pause" in global warming may last another decade before surface temperatures start rising again, according to scientists.
Really? Why would that be? Well, the study suggests that there is a natural variability in the global climate that leads to three-decade warming periods followed by three-decade cooling periods:
The cycle naturally produces periods of roughly 30 years in which heat is stored near the surface of the Atlantic Ocean, leading to warmer temperatures, followed by roughly 30 years in which it is stored in the depths, causing cooler surface temperatures, it suggests...

"When the internal variability that is responsible for the current hiatus switches sign, as it inevitably will, another episode of accelerated global warming should ensue," the study concludes.

Prof Ka-Kit Tung of the University of Washington, one of the report's authors, said: "Historically the cool period lasted 20 to 35 years. The current period already lasted 15 years, so roughly there [are] 10 more years to go."

No disrespect to Professor Ka-Kit Tung, but I felt vaguely that I'd read about this climate cycle - natural variability, 30-year cooling periods, 30-year warming periods - somewhere before ...oh, years ago, it was. But for the life of me I couldn't recall which eminent climate scientist had advanced the proposition. And then I remembered. It was IPCC lead author, Nobel Laureate and Fellow of the Royal Society Professor Mark Steyn just over five years ago: …

Infections from the deadly Ebola outbreak that has so far killed more than 1,500 people in West Africa “could exceed 20,000,” the World Health Organization (WHO) warned Thursday.
The U.N. agency published new figures showing that 3,069 cases have been recorded to date in Liberia, Sierra Leone, Guinea and Nigeria. Of those around half had resulted in fatalities.
But the outbreak "continues to accelerate," WHO officials said, with at least 40 percent of cases occurring within the past three weeks.

Today, America’s waterways are so much cleaner that I swim in New York City’s once-filthy Hudson River -- right beside skyscrapers in which millions of people, uh, flush. The air we breathe is also cleaner than it’s been for 60 years.
In a rational world, environmental bureaucrats would now say, “Mission accomplished. We set tough standards, so we don’t need to keep doing more. Stick a fork in it! We’re done.”
America does still need some bureaucrats to enforce existing environmental rules and watch for new pollution problems. But we don’t need what we’ve got: 16,000 environmental regulators constantly trying to control more of our lives.

FAUX REAL: OBAMA TO UNVEIL GLOBAL WARMING ‘TREATY’Unwilling or unable to work out a deal with either party in the Senate to address his legacy project of an international treaty on global warming, President Obama today will unveil a mock version of the pact that would bring new restrictions on U.S. emissions but be enforced globally through peer pressure.NYT: “…Obama’s climate negotiators are devising what they call a ‘politically binding’ deal that would ‘name and shame’ countries into cutting their emissions. … [The plan is] a proposal to blend legally binding conditions from an existing 1992 treaty with new voluntary pledges. The mix would create a deal that would update the treaty, and thus, negotiators say, not require a new vote of ratification.” Shorter version: The reimagining of an old treaty would allow the administration to further clamp down on U.S. industry but would rely on the promises of other nations for compliance. The United States has rejected every successor treaty to the 1992 UN global warming “framework,” something the second-term Obama administration vowed to reverse, with Secretary of State John Kerry calling global warming “perhaps the world’s most fearsome weapon of mass destruction.” But Senate Democrats haven’t been interested in joining the fight, staging a symbolic “all-nighter” to seemingly show gratitude to key donors but otherwise have ditched the politically poisonous topic. Unwilling to tangle with his own party on the issue, but desirous of showing some result for disaffected liberal Democrats, the president has decided to go it alone. And that’s got to be music to the ears of Republican Senate candidates like Michigan’s Terri Lynn Land, whose latest ad campaign is focused on slashing federal gas taxes. Carbon controls may sound good to the folks on Martha’s Vineyard, but won’t play well in blue states like Michigan, Iowa and Minnesota, let alone the battleground states of Kentucky, West Virginia, Arkansas, Alaska, North Carolina, Colorado and Louisiana.

Fashion chain Zara has come under fire for selling a baby’s pajama top that many on social media claimed looked like the uniform Jewish prisoners were forced to wear in WWII concentration camps.
The shirt, which has since been removed from stores and online, featured white and blue stripes and six-pointed yellow star on the front that was intended to represent a sheriff’s badge. The word ‘sheriff’ was written across the badge, but this was obscured on zoomed-out images on the website and instead likened to the Star of David.
According to the U.K.’s The Guardian newspaper, Israeli journalist Dimi Reider, writing for the 972mag.com website, was the first to spot the similarities.
"It’s a SHERIFF shirt for your three-year-old. Obviously. What else could it be?," he wrote.


Zara has since responded on Twitter, apologizing in several languages for the mistake and adding that the product was no longer on sale.

The Department of Homeland Security (DHS) was created in the wake of the terror attacks of September 11, 2001.  Federal agencies understood to play an integral role in protecting the American homeland from terrorist attacks were folded into this bureaucratic leviathan and included, among other federal agencies, the Secret Service, U.S. Customs Service and components of the former INS (Immigration and Naturalization Service).
The title of the agency, “Department of Homeland Security,” certainly created the appearance that the issue of national security was at the heart of the massive reorganization of federal agencies, but it became readily apparent that this was not the case.  In fact, the myriad failures of this agency have caused me to come to refer to the DHS as being the “Department of Homeland Surrender.
As noted on the official DHS website, the budget for the DHS for Fiscal Year 2015 has been set at more than $60 billion.  ICE (Immigration and Customs Enforcement) has been provided with more than 5.4 billion dollars, CBP (Customs and Border Protection) has been budgeted for nearly 12.8 billion dollars while USCIS (United States Citizenship and Immigration Services) has been budgeted to receive more than 3 billion dollars and the TSA (Transportation Safety Administration) will receive more than 7.3 billion dollars.

While all sorts of arguments are being made about how secure or insecure our borders truly are, the irrefutable metric about border security has nothing to do with the arrest statistics offered by the administration (which are, at best, highly suspect), but can be found in the fact that our nation finds itself awash with heroin and cocaine.  In point of fact, police departments and other first responder agencies across the United States are providing their members with the antidote to heroin overdoses.  This is an unprecedented measure.

White House reporters questioned Deputy Press Secretary Eric Schultz about President Obama’s decision to go golfing just minutes after he delivered a speech reacting to the news of Islamic State Terrorists beheading of American journalist James Foley.

“I am not going to get in the president’s mindset on that,” Deputy Press Secretary Eric Schultz said in a press conference on Friday. “I will say that generally I think that sports and leisure activities are a good way for release and clearing of the mind for a lot of us.”
Schultz said that anyone who was questioning Obama’s mindset during the day should watch his speech again, calling it “candid,” “from the heart,” “honest,” and “open.”


Jon Karl questioned the optics of the golf outing especially right after his speech, and as the Foley family was grieving.
