A program that provides subsidized phone service to low-income individuals has nearly doubled in size in Ohio in the past year — now covering more than a million people. At the same time, federal officials say they’re reining in waste, fraud and abuse in the program.
The Federal Communications Commission announced recently that reforms have saved $43 million since January and are expected to save $200 million by year’s end. In Ohio, savings are expected to be $2.9 million a year.
The savings were realized in part because the government gave out fewer cellphones to ineligible people and took steps to avoid issuing duplicate phones.
But the size of the program in the state — and profits to the increasing number of cellphone companies involved — has exploded in recent months, according to a Dayton Daily News analysis of program data. ...

Just how anti-American is the United Nations? Huge issues abound, but sometimes it’s most easily summed up by the details. For instance, as Iran’s Mahmoud Ahmadinejad struts the stage this week at the UN General Assembly’s annual opening in New York, the web site of the General Assembly [1] is featuring a rotating display of photos, showing familiar scenes at the UN. Among them is a photo of the General Assembly voting board — the photo you see copied below. It shows the upper portion of the board, on which a vote has just been tallied; green for yes and red for no. If you look a little closer, you’ll notice that the vote is a staggering 187 in favor, two against, with three abstaining. Almost anytime you see that kind of configuration at the UN — an overwhelming number voting one way, and one or two voting the other —  it’s a good bet that one of those two is the United States. The other is probably Israel.
What was the General Assembly voting on? The caption doesn’t say. But I think it’s a very good guess that this photo shows the tally for the Oct., 2010 UN vote [2] calling for an end to the U.S. embargo on Cuba, in which the U.S. and Israel were the only two voting against. Does the UN General Assembly devote similar fervor to addressing the continuing human rights violations on Cuba, or Cuba’s long practice of making common cause with some of the worst dictatorships on the planet? No way. Cuba is one of the UN General Assembly’s favorite mascots, with a seat on the UN Human Rights Council, and a chronically out-sized role on assorted UN governing boards. No matter what your opinion about the U.S. embargo on Cuba, the fact is, when the officialdom of the current General Assembly went looking for a handful of photos to illustrate the GA web site, what emerged was a snapshot that for almost any UN insider would serve as an instant reminder of just how inconsequential America’s vote has become in the General Assembly — the General Assembly that routinely votes the other way, while raking in 22% of its budget courtesy of American taxpayers.

One of the reasons why Barack Obama is regarded as the greatest orator of our age is that he’s always banging on about some other age yet to come — e.g., the Future! A future of whose contours he is remarkably certain and boundlessly confident: The future will belong to nations that invest in education because the children are our future, but the future will not belong to nations that do not invest in green-energy projects because solar-powered prompters are our future, and most of all the future will belong to people who look back at the Obama era and marvel that there was a courageous far-sighted man willing to take on the tough task of slowing the rise of the oceans because the future will belong to people on viable land masses. This futuristic shtick is a cheap’n’cheesy rhetorical device (I speak as the author of a book called “After America,” whose title is less futuristic than you might think) but it seems to play well with the impressionable Obammysoxers of the press corps.
And so it was with President Obama’s usual visionary, inspiring, historic, etc., address to the U.N. General Assembly the other day: “The future must not belong to those who bully women,” he told the world, in a reference either to Egyptian clitoridectomists or the Republican party, according to taste. “The future must not belong to those who target Coptic Christians,” he added. You mean those Muslim guys? Whoa, don’t jump to conclusions. “The future must not belong to those who slander the Prophet of Islam,” he declared, introducing to U.S. jurisprudence the novel concept of being able to slander a bloke who’s been dead for getting on a millennium and a half now. If I understand correctly the cumulative vision of the speech, the future will belong to gay feminist ecumenical Muslims. You can take that to the bank. But make no mistake, as he would say, and in fact did: “We face a choice between the promise of the future or the prisons of the past, and we cannot afford to get it wrong.” Because if we do, we could spend our future living in the prisons of the past, which we forgot to demolish in the present for breach of wheelchair-accessibility codes.
And the crowd went wild! Well, okay, they didn’t. They’re transnational bureaucrats on expense accounts, so they clapped politely, and then nipped out for a bathroom break before the president of Serbia. But, if I’d been one of the globetrotting bigwigs fortunate enough to get an invite — the prime minister of Azerbaijan, say, or the deputy tourism minister of Equatorial Guinea — I would have responded: Well, maybe the future will belong to those who empower women and don’t diss Mohammed. But maybe it’ll belong to albino midgets who wear pink thongs. Who knows? Que sera sera, whatever will be will be, the future’s not ours to see. But one thing we can say for certain is that the future will not belong to broke losers. You’re the brokest guy in the room, you’re the president of Brokistan. You’ve got to pay back $16 trillion just to get back to having nothing, nada, zip. Who the hell are you to tell us who the future’s going to belong to?

... Following his remarks earlier in the week that Israel will be “eliminated,” Ahmadinejad delivered a speech [1] Wednesday morning to the United Nations General Assembly in which he put us all on notice, yet again, that what he’s after is — as he defines it — the perfection of man. He went into some detail on how his audience could work with Iran to hasten the arrival of an era of “justice, love and empathy” in which “hearts will be filled with love and thoughts will be purified to be at the service of security, welfare and happiness for all.”
Unfortunately, these are not the ravings of a solo fool. Ahmadinejad comes to the UN as the voice of the Tehran regime. In the event that anyone might dissent from that regime’s agenda for love, purity, and the elimination of Israel, Iran runs terror networks around the world, and for a bit of backup is constructing a handy nuclear arsenal. That’s why Iran is under UN and U.S. sanctions — none of which have stopped Iran’s nuclear program, ended its atrocities at home, shut down its terrorist dealings abroad, or even prevented Ahmadinejad and his massive entourage from visiting Manhattan. It is evidently no bar to Ahmadinejad’s visiting, that just a year ago U.S. authorities uncovered an alleged plot, conceived and funded, as the State Department puts it [2], by “elements of the Iranian regime,” to bomb the Saudi ambassador in Washington. Nor was there any move by U.S. authorities to kick out Ahmadinejad posthaste, when he was asked by reporters earlier this week if Iran had formally lifted its 1980s religious decree calling for the death of author Salman Rushdie, and — as reported by the Wall Street Journal — Ahmadinejad gave the menacing reply: “Is he in the U.S.? You shouldn’t broadcast this for his own safety.”
With all that in mind, being in Manhattan myself at the moment, I took a stroll Wednesday evening to where Ahmadinejad is staying, in midtown, at the Warwick Hotel. U.S.-provided (and funded) security was tight when he stayed there last year. It is tighter now. In 2011, PJ Media’s Roger Simon and I were allowed to walk through the hotel lobby, and have a drink at the bar. This season, only hotel guests are allowed past the metal barriers and onto the premises.
Indeed, American authorities are providing far greater security for Ahmadinejad in Manhattan than it appears was provided for America’s own ambassador and diplomatic staff at the U.S. consulate in Benghazi, where Ambassador Chris Stevens and three other Americans were murdered on Sept. 11 in what the Obama administration is belatedly admitting was a terrorist attack. ...

Where is this all going? Usually I like strolling down Sixth Avenue on a warm evening in early autumn. Wednesday night, when I left the area of the Warwick Hotel, I was full of unease. I had the sense of looking in on an unnerving sliver of history — a UN gathering where the most memorable act of America’s president was to hand out White House gift souvenirs on daytime TV, while Iran’s messenger dispensed threats from the heart of Manhattan. It feels like a time of growing shadows. Churchill had a phrase for it: the gathering storm.

A 1 percent tax on billionaires around the world.  A tax on all currency trading in the U.S. dollar, the euro, the Japanese yen and the British pound sterling.   Another  “tiny”  tax on all financial transactions, including stock and bond trading, and trading in financial derivatives.  New taxes on carbon emissions and on airline tickets.  A royalty on all undersea mineral resources extracted more than 100 miles offshore of any nation’s territory.
The United Nations is at it again:  finding new and “innovative” ways to create global taxes that would transfer hundreds of billions, and even trillions, of dollars from the rich nations of the world — especially the U.S. — to poorer ones, in line with U.N.-directed economic, social and environmental development.
These latest global tax proposals have received various forms of endorsement at U.N. meetings over the spring and summer, and will be entered into the record during the 67th  U.N. General Assembly session, which began this week. The agenda for the entire session, lasting through December, is scheduled to be finalized on Friday.
How to convince developed countries wracked by economic recession and spiraling levels of government debt – especially the U.S. — is another issue, which the world organization may well end up trying to finesse.

Tomorrow, President Obama will make his fourth address to the United Nations General Assembly. According to tradition, the U.S. leader will follow Brazil, which will officially kick off the start of the 67th session as the first speaker of the “General Debate.” Later in the week, heads of state from Malawi, Rwanda, Sierra Leone, and Haiti will take their turn at the podium.

Why highlight these countries? They are among a select group of 49 “least developed countries” (LDCs) that receive substantial reductions in their assessed contributions to the U.N.

How low are the reductions, you ask? Currently, the minimum assessment is 0.001 percent of the organization’s regular budget. That works out to an annual assessment of $25,852 per LCD.

By contrast, the U.S. is assessed 22 percent of the regular budget: $567 million for 2012. Thus, the U.S. assessment is more than 22,000 times that of the least assessed countries.

That’s not all. LDCs are eligible for a travel allowance to attend the General Assembly. That’s right; the U.N.’s two-year regular budget includes over $2.2 million (about $23,000 for each of the 49 eligible countries) to pick up the travel expenses of five people to attend the General Debate each fall.

All told, after credits and travel allowances are applied, about two dozen countries pay roughly $500 to $1,000 annually in U.N. dues. Other countries also benefit from the travel subsidy, but they have a higher assessment.

The idea behind this subsidy, indeed behind the incredibly low assessments of many U.N. member states, is that developing countries lack the financial means to send representatives to the General Assembly or pay anything more than token amounts for the U.N. Indeed, the minimum assessment has been lowered several times to allow developing countries to “meet their priorities at home.”

If you’ll forgive a teensy-weensy plugette for the new paperback edition of my latest book, somewhere in there I mention that health spending in Canadian provinces has increased over the last decade from an average of 35 percent of government budgets to 46 percent today. In Ontario, it’s predicted to consume 80 percent of tax revenues by 2030. Across the pond in London, the NHS is famously the third biggest employer on the planet, after the Chinese army and the Indian railways.

I used to cite these comparisons as a cautionary tale to Americans. But a couple of years back I concluded Obamacare is going to leave these Anglo-Euro-Canadian pikers for dust. If you want a sentence that encapsulates the monster growing in the government basement, this one from Avik Roy’s post below is pretty good:

According to an analysis by Representatives Wally Herger (R., Calif.) and Dave Reichert (R., Wash.), Obamacare’s cuts to the Medicare Advantage program, by driving seniors out of that program and back into traditional Medicare, could earn AARP over $1 billion over the next ten years, because AARP makes nearly half a billion dollars per year collecting royalties from supplemental Medigap policies sold by private insurers.

As Avik points out, the AARP makes roughly twice from Medigap “royalties” what it collects in membership dues. There is an argument to be made for a genuinely private health system — the market determines the rate for mending a broken leg or curing your incontinence. There is an argument, if one is so inclined philosophically, to be made for a public health system of the Continental kind — simple, universal, and “free” at the point of demand. But there is very little to be said for the malign mutation of pseudo-public and ersatz-private health care that Obamacare massively expands, one that piles third party upon third party and ensures that the paperwork and cronyism will metastasize faster than any cancer and that America winds up with a system that has all the worst aspects of a government program — delays, bureaucracy — without even the redeeming features of universal access and an equality of awfulness.

And, given the starting point of our overall societal health (the worst obesity rates, childhood diabetes, etc), the upshot isn’t likely to be pretty. This will be a disaster way beyond that Ontario 80-percent-of-revenue stuff.

For the last week, the election debate has been focused on the existential question of how much impact will result from Mitt Romney's "47%" remark. The campaign suffers from a malaise that can only be cured by a real crisis such as Obama replacing Joe Biden with Paris Hilton or Dave Letterman.
In that same week, there's been a steady flow of SGO ("s**t going on," in the comprehensively useful acronym coined by former SEAL Al Clark), events far more important which are going almost unnoticed. Consider just a few.
The treacly flow of information from the Obama administration about the war in Afghanistan is more reminiscent of Vietnam each day. "I think we are on track, Defense Secretary Leon Panetta said last Friday in announcing that the last of our 33,000 "surge" troops have been withdrawn. Panetta also said that the surge had met "…its objectives of reversing the Taliban momentum on the battlefield and dramatically [increasing] the size and capability of the Afghan national security forces."
The latter remark would be comical if it didn't come in the context of cessation of joint operations with Afghanistan forces below the battalion level, resulting from another "green on blue" attack on U.S. troops by the Afghan troops they are supposed to be training. Training operations have been slowed as well, while new "vetting" procedures are used to re-clear Afghans who are supposed to be trainees.

The Country Can't Survive Dodd-Frank! The waste left in the wake of two of the most corrupt Congresspersons.

Thousands of new pages of regulations are still to be added to this massive mess of inept over-regulation. All this piece of self-serving legislation did was give cover to the two legislators who were most responsible for the real estate mortgage collapse. Dodd-Frank is so cumbersome and over regulatory that lenders opt not to make loans rather than put up with its maze of paperwork and audits.
It has extended our current economic depression an will do so until it is repealed.

There are always people who believe that Washington's actions are immutable. Yes, they say, the people can elect Republicans who pledge to overturn Obamacare, but when the smoke clears much of it will still be standing. And sure, we have a deficit crisis, but Paul Ryan's budget -- or any other entitlement reform -- will never get 60 votes in the Senate.
And Dodd-Frank? Mitt Romney has pledged to repeal Dodd-Frank. Legislation has been introduced by Republicans in both the House and Senate to bring that about. Yet sophisticated commentators tell us that the buzz cut we need will really be just a light trim around the edges.
If that's how it goes, the Romney administration and the Republican Congress that might take office in 2013 are likely to find themselves in as much economic and job trouble in 2014 and 2016 as Barack Obama finds himself today. That's because this law may be may be the primary reason the economy continues to struggle.
After the financial crisis and the resulting recession, the U.S. economy actually did begin a recovery. By the fourth quarter of 2009, the GDP was growing at an annual rate of almost 4%. At that point, economists were predicting the V-shaped recovery that usually occurs after a sharp recession. Although 4% was not a Reagan-like growth number (the economy grew an average of 8% for the first three quarters of recovery in 1983), at least it suggested an economy on the move.
But as the Dodd-Frank Act took shape in the first two quarters of 2010, the economy began to slow. By the time the law was enacted in the third quarter of 2010, the average rate of growth of the three prior quarters had slowed to 2.5 percent. But the worst was yet to come. After Dodd-Frank, the average annual growth rate of GDP for the seven following quarters has been only two percent, with the most recent quarter growing even more slowly at only a 1.7 percent annual rate.

A couple of weeks back, I had occasion to mention one Geoffrey Dunn of the Huffington Post, after he dismissed Clint Eastwood as just another bitter old white male Republican racist. That would be the Clint Eastwood who dated a black woman in The Eiger Sanction, made a biopic of the black saxophonist Charlie Parker, helped make black vocalist Roberta Flack a No. 1 pop star, etc.
Today Mr. Dunn returns to double down on his peculiar obsessions. Racism is everywhere in the Republican party:

When I wrote my original column, I said that I happened to be overseas, from which vantage the indestructible racial obsessions of American liberalism seemed extremely peculiar. They seem even more cobwebbed and parochial today, when there is an actual “swirling hurricane” out there: From Tunisia to Indonesia, persons of every conceivable hue are raining down curses on Obama; they’re burning his effigy in Pakistan, Afghanistan, Sri Lanka, Lebanon, and beyond; Indian protesters wave placards showing Obama as a monkey. But only in America are Obama’s critics “racist”, and warnings of “swirling hurricanes” are reserved for the apparent epidemic of “empty chair lynchings.”
Thus, the “pansy left,” in Orwell’s designation: They’re fearless when it comes to fighting imaginary, phantom enemies. Not so useful for the ones actually out there.

The US government has already proven its intent to see all evil, with the use of Orwellian programs like TrapWire. But it can now hear all evil too, as law enforcement agencies implement a tool able to store, analyze and identify voices in seconds.
‘Voice Grid Nation’ is a system that uses advanced algorithms to match identities to voices. Brought to the US by Russia’s Speech Technology Center, it claims to be capable of allowing police, federal agencies and other law enforcement personnel to build up a huge database containing up to several million voices.
When authorities intercept a call they’ve deemed ‘hinky’, the recording is entered into the VoiceGrid program, which (probably) buzzes and whirrs and spits out a match. In five seconds, the program can scan through 10,000 voices, and it only needs 3 seconds for speech analysis. All that, combined with 100 simultaneous searches and the storage capacity of 2 million samples, gives SpeechPro, as the company is known in the US, the right to claim a 90% success rate.
According to Slate.com’s Ryan Gallagher, who spoke with SpeechPro president Aleksey Khitrov, the software is already being used in many different countries and for ‘noble causes’ only – like in Mexico, where Voice Grid helped identify and apprehend kidnappers during a ransom call, thus saving their victim’s life.
Both the FBI and the NSA have expressed interest in the program, which is also expected to be used at 911 call centers and police precincts. And sample lists would, of course, contain ‘persons of interest’ – known criminals, terror suspects or people on a watch list.

The Department of Justice Inspector General's report on the "Fast and Furious" scandal was released this week, and while it found 14 officials from the department and its Bureau of Alcohol, Tobacco Firearms and Explosives responsible for the reckless program, it failed, unfortunately, to hold Attorney General Eric H. Holder, Jr. responsible for the actions of those under his supervision.

The report provides a valuable account of the operation and the department's response, concluding that the operation "quickly grew into an investigation that lacked realistic objectives, did not have appropriate supervision within ATF or the U.S. Attorney's Office, and failed to adequately assess the public safety consequences" of letting guns flow freely into Mexico.

Even the New York Times, one of the leading media supporters of President Obama and an avid opponent of gun owners' rights, said in an editorial that "The recklessness of federal officials in their harebrained scheme to assist in illegal gunrunning to Mexican drug cartels was laid bare in a scathing report by the Justice Department's inspector general. ...Something as half baked as Operation Fast and Furious should never have been concocted in the name of law enforcement."

But the report also begs the question of who is actually in charge at the Department of Justice if such a program can be conducted for more a year, supposedly without the knowledge or approval of senior officials and the Attorney General himself.

When an insult goes unpunished, it lowers everyone.
It does not really surprise me that a Scandinavian magazine called Se Och Hor should be the latest in line, following publications in Italy and Ireland, to publish nude pics of the Duchess of Cambridge when she thought herself protected by elementary courtesy.
Courtesy, as we know, is formal, often hypocritical; for that very reason it is valuable, worth teaching and preserving because the human animal does not always possess the sense of dignity, which in turn produces a sense of respect for others, which finds expression in good manners.
Why not? Why is the human animal not inherently dignified and respectful of others' dignity? Probably -- I am no anthropologist -- because he is corrupt, corrupted by a lousy education that starts with lousy parents and continues through lousy teachers, school systems, and democracy as we currently practice it in our politics and our culture and our social behavior generally.
That is more that I can bear by way of theoretical introductions, and what I really mean to say is this: these gutter editors, these loutish photographers, if you were an Englishman and you ran into them in a bar or better in an alley, you would, were you brought up with proper manners, have no compunction about giving them a thrashing. And you would be right to do so, although -- as a properly mannered gentleman -- you might give them a break if they turned out to be the 99-pound weaklings they probably are (or frails without police or army training), and merely slap them just hard enough to dislocate a nose, redden an ear, or loosen a few teeth. Magnanimity is the essence of power.

Suicide is a bigger killer than car crashes, according to an alarming new study.
The number of people dying from suicide has drastically increased, while car accident deaths haven lessened, making suicide the leading cause of injury death.
Suicides via falls or poisoning have risen significantly and experts fear there could be en more going unrecognised, specifically in cases of overdose.
'Suicides are terribly under-counted,' said Ian Rockett, author of the study, published on Thursday in the American Journal of Public Health.
'I think the problem is much worse than official data would lead us to believe. We have a situation that has gotten out of hand.'

When Iran’s pro-genocide president, Mahmoud Ahmadinejad, attends the United Nations General Assembly annual opening in New York this coming week, how many Iranian officials will he bring in his entourage?
Far too many, if the numbers reported today by Iran’s Fars News Agency are to be believed. As Fars describes it, the U.S. has denied entry visas to 20 Iranian officials, but that’s out of “the 160 people for whom the Iranian government had demanded entry visas two months ago.”
Let’s do the math: 160 visas demanded, minus 20 denied = a whopping total of 140 visas issued for the Ahmadinejad delegation to the UN General Assembly.
That would be 140 visas allowing entry for officials and affiliates of a regime under UN and U.S. sanctions — a nuclear-bomb-seeking regime implicated just last fall in an alleged terror plot to murder the Saudi ambassador to the U.S. by bombing a restaurant in Washington, D.C.; a regime whose terror-based rule, networks and ambitions violate the UN’s own charter and threaten America and America’s allies.
That’s 140 visas for a regime that continues to dodge sanctions with shifting, globe-girdling networks of front companies and illicit procurement operations for its missile and nuclear programs. Presumably, U.S. authorities — at considerable expense to U.S. taxpayers — will not only protect Ahmadinejad and his retinue while they are in New York, but also keep an eye on the doings of members of this massive Tehran roadshow, while they enjoy the amenities of Manhattan. But U.S. officialdom didn’t manage to prevent Ahmadinejad himself from recruiting the services of an Iranian-Americansanctions violator, Ali Amirnazmi, during one of his previous trips to UN headquarters in New York. Instead, U.S. taxpayers got to foot the bill, rather later, for prosecuting this fellow, once law enforcement eventually caught up with him.

I see the Obama campaign has redesigned the American flag, and very attractive it is, too. Replacing the 50 stars of a federal republic is the single "O" logo symbolizing the great gaping maw of spendaholic centralization. And where the stripes used to be are a handful of red daubs, eerily mimicking the bloody finger streaks left on the pillars of the U.S. Consulate in Benghazi as its staff were dragged out by a mob of savages to be tortured and killed. What better symbol could one have of American foreign policy? Who says the slick, hollow, vapid marketing of the Obama campaign doesn't occasionally intersect with reality?

On the latter point, after a week and a half of peddling an utterly false narrative of what happened in Libya, the United States government is apparently beginning to discern that there are limits to what even Barack Obama, Hillary Clinton and Susan Rice can say with a straight face. The official line – that the slaughter of American officials was some sort of improvised movie review that got a little out of hand – is now in the process of modification to something bearing a less patently absurd relationship to what actually happened. That should not make any more forgivable the grotesque damage that the administration has done to the bedrock principle of civilized society: freedom of speech.

The more that U.S. government officials talk about the so-called film "Innocence Of Muslims" (which is actually merely a YouTube trailer) the more they confirm the mob's belief that works of "art" are the proper responsibility of government. Obama and Clinton are currently starring as the Siskel & Ebert of Pakistani TV, giving two thumbs-down to "Innocence Of Muslims" in hopes that it will dissuade local movie-goers from giving two heads-off to consular officials. "The United States government had absolutely nothing to do with this video," says Hillary Clinton. "We absolutely reject its content, and message." "We reject the efforts to denigrate the religious beliefs of others," adds Barack Obama. There follows the official State Department seal of the U.S. Embassy in Islamabad.
Fellow government-funded film critics call "Innocence Of Muslims" "hateful and offensive" (Susan Rice, U.S. ambassador to the United Nations) and "reprehensible and disgusting" (Jay Carney, White House press secretary). Gen. Dempsey, Chairman of the Joint Chiefs of Staff and Senior Pentagon Advisor to Variety, has taken to telephoning personally those few movie fans who claim to enjoy the film. He called up Terry Jones, the Florida pastor who apparently thinks "Innocence Of Muslims" is the perfect date movie, to tell him the official position of the United States military is they'd be grateful if he could ease up on the five-star reviews.

Obama and Clinton's two-on-the-aisle act cost $70,000 of taxpayers' money. That may not sound much in the 16 trillion-dollar sinkhole of Washington, but it's a pretty big ad buy in Islamabad, and an improper use of public monies. If government functionaries want to do movie reviews, they should have a PBS fundraiser, offering a "Barack & Hill At The Movies" logo-ed burqa for pledges of over $100, and a complimentary clitoridectomy for pledges over $500.
