POLICE chiefs have banned IT staff from using the word blacklist over fears it is RACIST.

The computer term whitelist — used to denote a list of acceptable contacts — has also been outlawed.

In an email, Scotland Yard warned staff the words were no longer “appropriate”.

Security services chief Brian Douglas wrote: “IB (Information Board) are uncomfortable with the use of the term Whitelist (and I presume Blacklist).

“I am sure we can appreciate the sensitivity around the use of such terminology today so please ensure it is no longer used.” He suggested using green and red list instead.

One said: “Do we really think these words are discriminatory? The truth is they’re nothing to do with race whatsoever and are very common IT terms. Banning them won’t solve any genuine problems the Met has with racism.”

GM stands accused of “crony capitalism,” while GE is under fire for paying no Federal income taxes in 2010. The two companies share more than that though, with GE placing an order for 12,000 Chevy Volts and other hybrid vehicles.

A memo leaked to Green Car Reports lays out GE’s plans for their new fleet of Volts, and as expected, it has some people crying foul.

The memo, sent to employees of GE Healthcare Americas team explains that all sedan, crossover, and minivan purchases in 2012 will be replaced by the Chevy Volt. Only field engineers are exempt from having to drive a company Volt.

Gun owners who have historically been able to use public lands for target practice would be barred from potentially millions of acres under new rules drafted by the Interior Department, the first major move by the Obama administration to impose limits on firearms.

Officials say the administration is concerned about the potential clash between gun owners and encroaching urban populations who like to use same land for hiking and dog walking.

"It's not so much a safety issue. It's a social conflict issue," said Frank Jenks, a natural resource specialist with Interior's Bureau ofLand Management, which oversees 245 million acres. He adds that urbanites "freak out" when they hear shooting on public lands. [Read about the subpoena issued as a result of Operation Fast and Furious.]

If the draft policy is finally approved, some public access to Bureau lands to hunters would also be limited, potentially reducing areas deer, elk, and bear hunters can use in the West.

Conservationists and hunting groups, however, are mounting a fight. One elite group of conservationists that advises Interior and Agriculture is already pushing BLM to junk the regulations, claiming that shooters are being held to a much higher safety standard than other users of public lands, such as ATV riders.

"They are just trying to make it so difficult for recreational shooters," said Gary Kania, vice president of the Congressional Sportsmen's Foundation. His group is one of several, including the National Wildlife Foundation, Cabela's and Ducks Unlimited, on the Wildlife and Hunting Heritage Conservation Council fighting the new rules. During a two-day meeting ending this afternoon, they are drafting their own changes to the BLM rules.

The Russian prime minister chose an exclusive restaurant at an equestrian club outside Moscow for his annual dinner with the so-called Valdai Discussion Club. In an elegant dining room, complete with leather-bound books and a bottle of 1880 Armagnac, he answered questions over smoked trout, duck liver, a venison solyanka, veal cheeks and pear soup.

Participants saw a typically bravura display of the Russian premier’s ability to hold forth on almost any subject, mixing acid humour with flashes of anger.

Facebook has admitted that it has been watching the web pages its members visit – even when they have logged out.

In its latest privacy blunder, the social networking site was forced to confirm that it has been constantly tracking its 750million users, even when they are using other sites.

The social networking giant says the huge privacy breach was simply a mistake - that software automatically downloaded to users' computers when they logged in to Facebook 'inadvertently' sent information to the company, whether or not they were logged in at the time.

Most would assume that Facebook stops monitoring them after they leave its site, but technology bloggers discovered this was not the case.

In fact, data has been regularly sent back to the social network’s servers – data that could be worth billions when creating 'targeted' advertising based on the sites users visit.

In a Category 4 torrent of official communications during the approach and aftermath of Hurricane Irene, the Federal Emergency Management Agency has repeatedly used the phrase “federal family” when describing the Obama administration’s response to the storm.

The Obama administration didn’t invent the phrase but has taken it to new heights.

“Under the direction of President Obama and Secretary Janet Napolitano, the entire federal family is leaning forward to support our state, tribal and territorial partners along the East Coast,” a FEMA news release declared Friday as Irene churned toward landfall.

The G-word — “government” — has been nearly banished, with FEMA instead referring to federal, state and local “partners” as well as “offices” and “personnel.”

Try this: Go to your local town hall about a problem. See if someone helps you, or just talks on the phone ignoring you. See if they send you to the right person, or if so, if the person is out to lunch, on a break, at a government conference, on vacation. If you find the right person, do they put you off with no help or jargon, or "that's another government branch's job," or try to blame you and put you into a costly and/or bureaucratic nightmare?! Try it if you dare.

Here is a prime example! Ironically, the Dept. of Agriculture is one of the most helpful bureaucracies, with big staffs and funding and comprehensive data. ♘

At Wednesday’s town hall in Atkinson, Ill., a local farmer who said he grows corn and soybeans expressed his concerns to President Obama about “more rules and regulations” – including those concerning dust, noise and water runoff -- that he heard would negatively affect his business.

The president, on day three of his Midwest bus tour, replied: “If you hear something is happening, but it hasn’t happened, don’t always believe what you hear.”

When the room broke into soft laughter, the president added, “No -- and I’m serious about that.”

Saying that “folks in Washington” like to get “all ginned up” about things that aren’t necessarily happening (“Look what’s comin’ down the pipe!”), Obama’s advice was simple: “Contact USDA.”

“Talk to them directly. Find out what it is that you’re concerned about,” Obama told the man. “My suspicion is a lot of times they’re going to be able to answer your questions and it will turn out that some of your fears are unfounded.”

Call Uncle Sam. Sensible advice, but perhaps the president has forgotten just how difficult it can be for ordinary citizens to get answers from the government.

When this POLITICO reporter decided to take the president's advice and call USDA for an answer to the Atkinson town hall attendee's question, I found myself in a bureaucratic equivalent of hot potato -- getting bounced from the feds to Illinois state agriculture officials to the state farm bureau.

Here's a rundown of what happened when I started by calling USDA's general hotline to inquire about information related to the effects of noise and dust pollution rules on Illinois farmers:

Wednesday, 2:40 p.m. ET: After calling the USDA’s main line, I am told to call the Illinois Department of Agriculture. Here, I am patched through to a man who is identified as being in charge of "support services." I leave a message.

3:53 p.m.: The man calls me back and recommends in a voicemail message that I call the Illinois Farm Bureau -- a non-governmental organization.

4:02 p.m.: A woman at the Illinois Farm Bureau connects me to someone in the organization’s government affairs department. That person tells me they "don't quite know who to refer you to."

Intelligence agents tell of intimidation, smears of American officials, diplomats

In the past four years, Russia’s intelligence services have stepped up a campaign of intimidation and dirty tricks against U.S. officials and diplomats in Russia and the countries that used to form the Soviet Union.

U.S. diplomats and officials have found their homes broken into and vandalized, or altered in ways as trivial as bathroom use; faced anonymous or veiled threats; and in some cases found themselves set up in compromising photos or videos that are later leaked to the local press and presented as a sex scandal.

“The point was to show that ‘we can get to you where you sleep,’ ” oneU.S. intelligence officer told The Washington Times. “It’s a psychological kind of attack.”

Despite a stated policy from President Obama and Russian PresidentDmitry Medvedev of warm U.S.-Russian ties, the campaign of intelligence intimidation - or what the CIA calls “direct action” - has persisted throughout what both sides have called a “reset” in the relations.

They have become worse in just the past year, some U.S. officials said. Also, their targets are broadening to include human rights workers and nongovernmental organizations as well as embassy staff.

The most brazen example of this kind of intimidation was the Sept. 22 bombing attack on the U.S. Embassy in Tbilisi, Georgia. A National Intelligence Council assessment sent to Congress last week confirmed that the bombing was ordered by Maj. Yevgeny Borisov of Russian military intelligence, said four U.S. officials who have read the report.

False rape charge

One example of such intimidation occurred in 2009 against a senior U.S. official in the Moscow office of the National Democratic Institute (NDI), the congressionally funded nongovernmental organization that promotes democracy throughout the world. The Times has withheld the name of the official at the request of NDI.

According to a Jan. 30, 2009, cable from U.S. Ambassador John Beyrledisclosed by WikiLeaks, USAID employees received an email with a doctored photo of the NDI official reclining with an underage girl.

The email from someone purporting to be a Russian citizen accused the official of raping her 9-year-old daughter.

Could the reason be that the Ocean State repealed its Boat Sales and Use Tax back in 1993, making the tiny state to the south a haven - like the Cayman Islands, Bermuda and Nassau - for tax-skirting luxury yacht owners?

Cash-strapped Massachusetts still collects a 6.25 percent sales tax and an annual excise tax on yachts. Sources say Isabel sold for something in the neighborhood of $7 million, meaning Kerry saved approximately $437,500 in sales tax and an annual excise tax of about $70,000.

Anthony Bourdain, the self indulging 'Liberace' of the Travel Channel, sucks up to Castro. He thinks Cuba is beautiful because it was kept simple and unchanged by a grand scheme from its central planning designed by its great communist dictator. In Havana, Bourdain visits one of the food counters in the tourist controlled sector where the electricity is on most of the time. He buys Cuban fast food, smacks his lips and talks with his mouth full, hopefully, to show us he is just one of the proletariat. He notes how 'rubbers' are also sold and gives us his popular culture insight on how the locals will use them at night. This is just one of his amazing cultural and sociological observations he sermonizes to his viewers. This self absorbed narcissist is just another uncouth celebrity (or almost celebrity) oaf who believes he's supporting the worker's of the world. The post Soviet designer Wobbly. He tells us to go visit the wonders of Cuba. It is frozen in time. It's also frozen by government totalitarianism, central planning, murdered initiative, enforced restricted travel and enforced poverty.

What's next for Bourdain's show, "No Reservations", the feasts of North Korea?

The Age reports today that the Australian government is preparing to launch TV ads that will likely frame carbon taxes as a means of “wealth creation.” This PR campaign comes at a time when Australian’s support of carbon taxes is at an all time low.

The ad campaign is set to start this weekend. As The Age reports, “The television campaign is expected to run for four to five weeks and will be combined with print advertising.” Also revealed in the report is the fact that Google is helping the Australian government data-mine the internet for information on voter opinion.

The AGE is full of praise for the Socialist gubmint propaganda:

Just how the Australian government will convince their constituents that carbon taxes will help create wealth remains to be seen. The Age’s headline “Carbon tax ads to hit TV amid public confusion” conveys the government’s position that the poor ignorant peasants need to be reminded that government clearly knows best.

“Save the light bulb” seems an unlikely war cry, but the fate of the old-fashioned, incandescent light bulb has become an issue that Tea Partiers, conservatives and a host of other Americans are rallying around. However, Tuesday the House thwarted an initial attempt to move forward with Representative Joe Barton’s (R-TX) Better Use of Light Bulbs Act today, which would allow the free market to decide which light bulbs are best rather than the United States government.

The bill was largely a symbolic gesture, but an important one nonetheless, reflective of the continuing national distress over continued, excessive government intrusion in commerce. Old fashioned – or “classic” if you will – incandescent light bulbs will not be able to meet the energy efficiency standards that are scheduled to kick in starting in 2012. The bill requiring higher efficiency bulbs was passed by Congress in 2007 and then signed by then President Bush.

Although nothing in the 2007 law requires consumers to buy the curlicue fluorescent bulbs that many consumers despise, the fact of the matter is that the only bulbs on the market that can meet the new standards are halogen bulbs, which are more than double the price of the classic bulb, and fluorescents which are far more expensive than that.

It may be the new bulbs will save the average American household about $100 per year in electrical bills, as Energy Secretary Steven Chu has claimed. He chided Republicans for supposedly picking the pocket of the beleaguered consumers.

The only difference between the above scenario and the light bulb law are the sums of money involved. Randy Moorhead, Vice President of Government Affairs for Philips Electronics, has been tirelessly working the Hill, urging lawmakers to defeat Barton’s bill. Why would one expect any other behavior? Unless Barton is somehow successful, Phillips Electronics will have access to a huge new market, by Act of Congress. Every corporation should be so lucky.

Their front yard was torn up after replacing a sewer line, so instead of replacing the dirt with grass, one Oak Park woman put in a vegetable garden and now the city is seeing green.

The list goes on: fresh basil, cabbage, carrots, tomatoes, cumbers and more all filling five large planter boxes that fill the Bass family’s front yard.

Julie Bass says, “We thought we’re minding our own business, doing something not ostentatious and certainly not obnoxious or nothing that is a blight on the neighborhood, so we didn’t think people would care very much.”

But some cared very much and called the city. The city then sent out code enforcement.

“They warned us at first that we had to move the vegetables from the front, that no vegetables were allowed in the front yard. We didn’t move them because we didn’t think we were doing anything wrong, even according to city code we didn’t think we were doing anything wrong. So they ticketed us and charged me with a misdemeanor,” Bass said . . .

City code says that all unpaved portions of the site shall be planted with grass or ground cover or shrubbery or other suitable live plant material. Tomatoes, peppers and cucumbers are what Basses see as suitable.

However, Oak Park’s Planning and Technology Director Kevin Rulkowski says the city disagrees. He says, “If you look at the dictionary, suitable means common. You can look all throughout the city and you’ll never find another vegetable garden that consumes the entire front yard.”

So what is suitable? From another local news report:

. . . we asked Rulkowski why it’s not suitable.

“If you look at the definition of what suitable is in Webster’s dictionary, it will say common. So, if you look around and you look in any other community, what’s common to a front yard is a nice, grass yard with beautiful trees and bushes and flowers,” he said.

God forbid your yard doesn’t include beautiful trees, bushes and flowers. It’s your job, Oak Park citizens, to give Kevin Rulkowski pretty things to look at. According to Bass’s blog, she’s demanding her right to a jury trial. So the city plans to throw the book at her.

How long before every aspect of government has its own police force? Apparently, we are nearly there, as an 83-year-old New York woman found out on June 25.

Darbe Pitofsky told CBS New York that at about 6:30 that morning, she was on her way to get a cup of coffee when she threw a brown bag filled with old papers in a city litter basket near her apartment on East 71st Street. Suddenly, a city sanitation worker swooped down on her and demanded her information to write a summons.

“I froze,” Pitofsky told the station’s reporter. “He just frightened the hell out of me, scared me to death. I was terrified.”

She told the station the sanitation worker demanded a form of identification and threatened to “put her away” if she didn’t comply. The worker took 25 minutes to write out her ticket; and when she complained that it would cost $100, he threatened to make it $300. Her crime: Street baskets are for pedestrian use.

We approach the end of the light bulb as we know it, unless the revolution succeeds. Even so, it’s doubtful the lost jobs will return, so the Mexican incandescent light bulb smuggling routes will open soon.

Nonetheless, I thought this would be a good time to publish once againthe operatic ode to our future, created and executed by longtime Legal Insurrection reader Bill Dyszel, creator of the now classic Blagojevich Polka.

In more than 500 cities and towns in 25 states, silent sentries keep watch over intersections, snapping photos and shooting video of drivers who run red lights...

One of the places is Los Angeles, where, if the Police Commission gets its way, the red light cameras will have to come down in a few weeks. That puts the nation's second-largest city at the leading edge of an anti-camera movement that appears to have been gaining traction across the country in recent weeks....

Opponents of the cameras often argue that they are really just revenue engines for struggling cities and towns, silently dinging motorists for mostly minor infractions. And while guidelines issued by the National Highway Traffic Safety Administration say revenue is an invalid justification for the use of the eyes in the sky (see box at right), camera-generated citations do spin off a lot of money in many cities — the nearly 400 cameras in Chicago, for example, generated more than $64 million in 2009, the last year for which complete figures were available.

Los Angeles hasn't been so lucky.

The city gets only a third of the revenue generated by camera citations, many of which go unpaid anyway because judges refuse to enforce them, the city controller's office reported last year. It found in an audit that if you add it all up, operating the cameras has cost $1 million to $1.5 million a year more than they've generated in fines, even as "the program has not been able to document conclusively an increase in public safety."

Another common refrain from critics is that the devices replace a human officer's judgment and discretion with the cold, unforgiving algorithms of a machine.''....

Beeber, of Safer Streets LA, agreed that "as more people get tickets, they start getting mad about it," saying: "You start doing that year after year after year and you start generating enough anger in the populace and it gets to the tipping point."
