They just needed "Clarification" - Union Bosses deny non-union utility workers were turned away from N.J. hurricane outage site | NJ.com

The Non-Union Alabama crew was on it's way to NJ, when it had reached Virginia, it was notified that it was to await "clarification" before joining in the disaster relief. No "clarification" happened and the crew returned to its right-to-work state.
The International Brotherhood of Electrical Workers did not "turn away" non-union relief help, it just would allow them to help.
This had the direct chilling affect the IBEW local desired in preventing any other out of state non-union crews from aiding in restoring electrical power to the storm ravaged areas.
Maintaining Local Union Power was paramount over restoring Electric Power to victims of Hurricane Sandy. m/r

Decatur Utilities’ General Manager Ray Hardin issued a statement this morning saying the company was sent documents on Wednesday from the International Brotherhood of Electrical Workers “that implied a requirement of our employees to agree to union affiliation while working in the New York and New Jersey areas.”
The crew, which was at a staging area in Virginia as the company awaited “clarification,” returned to Alabama on Thursday after getting word Seaside Heights had received the help it sought, Hardin said in the statement.
Union officials at the local, district and national level, though, say they cannot trace any such requirements made to the company. ...

"It is the policy of this union and the companies we represent to welcome assistance during major natural disasters – regardless of union status,” Jim Spellane, spokesman for the national office, said in a statement. “IBEW local leaders in New Jersey have reiterated what has been the long standing record of our union – in times of crisis all help is welcome and we pull together with everyone to meet the needs of the public."
Hardin and a company representative did not respond to several requests for details about the documentation, including which IBEW jurisdiction might have sent it.
Although Hardin says that “at no time were our crews ‘turned away" from the Seaside Heights utility, “it was and remains our understanding that agreeing to those requirements was a condition of being allowed to work in those areas.”
