The Centers for Disease Control and Prevention has removed a warning from its website that Ebola can, in rare cases, spread from person through coughing and sneezing.

It has replaced the old language with new guidance that says there's 'no evidence' Ebola is spread through either.

According to the New York Post, the CDC also took down on Thursday a poster that said that Ebola can be transferred through 'droplets' from coughing or sneezing that land on hard surfaces, like doorknobs.

As the Huffington Post, which discovered the shift in language, noted yesterday evening, it's unclear why the CDC abruptly changed it's Ebola advisories. However, the move came a day after the New York Post reported on the existence of the poster.  

'Droplet spread happens when germs traveling inside droplets that are coughed or sneezed from a sick person enter the eyes, nose or mouth of another person,' the fact sheet reportedly stated.

Now the page says, 'The What’s the difference between infections spread through air or by droplets? Fact sheet is being updated and is currently unavailable. Please visit cdc.gov/Ebola for up-to-date information on Ebola.'

The media should stop ranking schools.

College-application season is shifting into high gear, and with it comes anxiety and abuses—on both sides of the admissions desk. Some wealthy parents will pay private counselors more than $40,000 for “tweaking” their kids’ essays, on the implicit promise that these consultants have connections inside admissions offices, where many once worked. For their part, admissions directors want more applications so that they can reject a higher percentage of qualified kids. By boosting their rejection rates, they improve their school’s position in most rankings. While the current admissions system works well for a small number of colleges and over-achieving kids, for everyone else, the process is broken. Colleges, government, and the media all share in the blame.

Recently, Inside Higher Education, with Gallup’s help, published its annual survey of college- admissions officers. The report was sobering: 93 percent of the college-admissions officers surveyed said they believed colleges lie about key data they report, such as average SAT scores of admitted students. Why? It makes their schools appear more selective, which attracts more applicants. Sixty-five percent of admissions officers said that their institution did not meet its enrollment goals last year.

Over the last few years, some highly respected, competitive colleges have been caught fudging their admissions data in an effort to enhance perceived selectivity and improve their rankings. The consequences of this misbehavior were minimal: a mid-level administrator might lose his job, and the institution might receive a “not ranked” designation in the nextU.S. News & World Report listing. But applications remained steady and, when the schools reappeared on the U.S. News list, they usually approximated their prior position.

An election integrity watchdog group is suing the state of Maryland, alleging that it has discovered massive and ongoing fraudulent voting by non-U.S. citizens in one county. But because of the way that the non-citizens are able to cast votes in elections, the fraud is likely happening in every single county and subdivision across the state. The group believes that the illegal voting has been happening for years.

The group, Virginia Voters Alliance, says that it compared how voters in Frederick County filled out jury duty statements compared with their voting records. The group’s investigation found that thousands of people in Frederick County who stated that they are not U.S. citizens on jury duty forms went on to cast votes in elections. Either they failed to tell the truth when they were summoned for jury duty, or they cast illegal votes. Both are crimes. The same group previously found that about 40,000 people are registered to vote in both Virginia and Maryland.

It is a federal crime to cast votes if you are not legally eligible to vote. Non-citizens, whether in the country legally or not, are prohibited from voting in most local and all state and federal elections. Yet the VVA investigation found that hundreds of non-citizens have been voting in Frederick County, Maryland. One in seven Maryland residents are non-U.S. citizens.

“The lawsuit is the equivalent of the lookout spotting the iceberg ahead of the Titanic,” state Del. Pat McDonough told the Tatler. He added that the group’s investigation found a voter fraud “smoking gun.”

Maryland state law makes it easier for non-citizens, both those present legally and those in the country against the law, to vote. Maryland issues drivers licenses to legal and illegal aliens. Driver’s licenses in turn make it easier under the Motor Voter law to register to vote. Maryland also offers copious taxpayer-funded social programs to non-citizens in the state.

On October 22, 2014 CBS News, New York posted a brief report, “City Council Votes For Bills To Protect Jailed Immigrants From Feds.” This report illustrates the unholy alliance forged between many politicians and news agencies to skew the truth about immigration. The article begins with this excerpt:

NEW YORK (CBSNewYork) — Bills passed by the City Council Wednesday aim to keep detained immigrants from being deported by the federal government.

The City Council voted in favor of the legislation 41-6 Wednesday.

As WCBS 880’s Rich Lamb reported, the measures, supported by Mayor Bill de Blasio, would prohibit correction officials and police from handing over detainees to immigration officials.

The report went on to note:

“The law will only allow the city to honor the detainer if the subject has been convicted of a violent or serious felony in the last five years or if the person is a possible match on the federal terrorist watchlist,” she said.

The bill would also shutter the federal immigration office on Rikers Island.

First of all, let’s consider that the title of the CBS article incorporates the phrase, “Protect the Jailed Immigrants From the Feds.” There are two key words that paint a deceptive image and both evoke a strong emotional response and virtually create the illusion that the efforts to impede the effective enforcement of our immigration laws against aliens who have been arrested for allegedly committing crimes is no less than heroic.

The term “protect” is a term that engenders a sense of an appropriate action taken to make certain that no harm comes to someone, especially an innocent person. Police departments around the United States adopted the phrase “to protect and serve” as their mission statement. In considering this infuriating news report, the question that must be asked is: “Who is being protected and who is being served?”

Our nation’s borders and our immigration laws are America’s first line of defense and last line of defense to protect America and Americans from aliens whose presence poses a threat to the safety and well-being of our nation and our citizens.

Do bothersome facts matter anymore?

Not really. This is an age when Americans were assured that the Affordable Care Act lowered our premiums. It cut deductibles. Obamacare allowed us to keep our doctors and health plans, and lowered the deficit. Those fantasies were both demonstrably untrue and did not matter, given the supposedly noble aims of health care reform.

The Islamic State is at times dubbed jayvee, a manageable problem, and a dangerous enemy — or anything the administration wishes it to be, depending on the political climate of any given week.

Some days Americans are told there is no reason to restrict connecting flights from Ebola-ravaged countries. Then, suddenly, entry from those countries is curtailed to five designated U.S. airports. Quarantines are both necessary and not so critical, as the administration weighs public concern versus politically correct worries over isolating a Third World African country.

Ebola is so hard to catch that there is no reason to worry about causal exposures to those without clear symptoms. But then why do health authorities still try to hunt down anyone who had even a brief encounter with supposedly asymptomatic carriers?

The deaths of four Americans in Benghazi were caused by a video that sparked a riot, and then apparently not. Various narratives about corruption and incompetence at the VA, IRS, NSA, GSA and Secret Service are raised and then dropped. The larger truth is that these scandals must be quarantined from infecting the president’s progressive agenda.

Laws used to be real, not abstract. Again, not anymore …

Every aggressive, internationally sanctioned despotism with nuclear ambitions needs a few tricks in its diplomatic tool kit, and one of these — when the going gets rough — is the so-called “diplomatic charm offensive.”

This season, as anointed last week by the New York Times, the big charmer is North Korea. Not that there’s anything in this “charm offensive” that’s actually charming. But North Korea — with its record of rogue missile and nuclear tests, abductions, counterfeiting, threats to destroy its enemies with “seas of fire,” generally taciturn diplomats and whatnot — has set the bar so low that anything remotely resembling normal diplomatic activity (in form, if not function) tends to be hailed abroad as a promising sign. So, when North Korea sent a high-level delegation to South Korea earlier this month, freed one of the three Americans it has most recently been holding in prison, and sent forth some diplomats from its United Nations mission in New York to field questions from policy makers and the press, this outreach inspired such headlines as the Times’s “The Latest North Korean Mystery: A Diplomatic Charm Offensive. ^[1]”

What’s North Korea up to? The obvious guess is that Pyongyang is trying to deflect criticism of its atrocious human rights record, as laid out in a detailed and damning report released this past March by a special UN Commission of Inquiry ^[2], led by Australian jurist Michael Kirby. This commission accused North Korea’s government, at the highest levels, of crimes against humanity, and warned North Korean dictator Kim Jong Un that he could be held responsible and referred to the international justice system. There is now a push at the UN by the European Union and Japan to urge the Security Council to refer Kim himself to the International Criminal Court. Kim evidently does not like this idea, and his diplomatic envoys have been deployed in a campaign to stop any such referral. If you’d like to sample some of this North Korean “charm,” here’s a link to a debate this past week at a UN side event in New York, hosted by the Jacob Blaustein Institute and the Committee for Human Rights in North Korea — in which Kirby goes toe-to-toe with a North Korean diplomat ^[3] over the issue of the Kim regime’s crimes against humanity. …

FORT KENT — Top Maine health officials say the nurse who has returned from treating Ebola patients in West Africa must abide by a quarantine or the state will get a court order compelling her to do so. Her attorneys say she isn’t under quarantine and they will fight any efforts to place her in one.

Tuesday’s events appear to set up a showdown between the state and nurse Kaci Hickox, who this week fueled the debate over state Ebola protocols by criticizing mandatory quarantine procedures in New Jersey, where she was held against her will. Hickox apparently is in Maine, but not at her Fort Kent home.

… West Africans are learning too: how and when transmission is likely
to occur; that a 10-day window exists before symptoms become observable;
that their survival chances are much greater in a Western hospital;
that they would be unwise to mention any contact with Ebola patients
until safely in the arms of Western medicine.

So far the only cure for Ebola comes from the patient’s own immune system, and there’s
hope infection rates are slowing as the virus works through those in
poor immune health or whose genetic make-up renders them vulnerable.
There’s a related dynamic in politics. Liberals whose attitudes are
generally a minority taste (as surveys tell us) are especially
vulnerable at election time, and, sure enough, nature has sought out
that vulnerability repeatedly in the case of Team Obama.

The Benghazi attack came just before the 2012 election. Ebola arrived just
before this year’s midterm, which in the minds of the administration and
perhaps nobody else means that any travel ban on West Africans is
unacceptable because somewhere a leftwing blogger might accuse the
administration of racial profiling.

The only evidence we have for
this theory, admittedly, is the pre-emptive ranting about a “racist”
response to Ebola in blogs and publications the administration cares
about, including the New York Times. We also have the administration’s
wholly unpersuasive arguments for why it won’t block private West
African arrivals from the most afflicted countries.

Politicians are experts at camouflage …

The city’s first Ebola patient initially lied to authorities about his travels around the city following his return from treating disease victims in Africa, law-enforcement sources said.

Dr. Craig Spencer at first told officials that he isolated himself in his Harlem apartment — and didn’t admit he rode the subways, dined out and went bowling until cops looked at his MetroCard the sources said.

“He told the authorities that he self-quarantined. Detectives then reviewed his credit-card statement and MetroCard and found that he went over here, over there, up and down and all around,” a source said.

Spencer finally ’fessed up when a cop “got on the phone and had to relay questions to him through the Health Department,” a source said.

Officials then retraced Spencer’s steps, which included dining at The Meatball Shop in Greenwich Village and bowling at The Gutter in Brooklyn.

Enough non-citizens vote to decide close elections, a new study shows. Guess which party they favor?

Democrats want everyone to vote: old, young, white, black, Hispanic, Asian, citizen, non-citizen. Wait, what was that last one again? We’ll get to that.

Voter-ID laws, passed by thirty states so far, are efforts by legislatures to ensure the integrity of votes. Being asked to show a photo ID can diminish several kinds of fraud, including impersonation, duplicate registrations in different jurisdictions, and voting by ineligible people including felons and non-citizens.

The Democrats have made a number of arguments against voter-ID laws. They argue a) that the problem of voter impersonation or in-person voter fraud is nonexistent; b) that black and poor voters are more likely than others to lack a valid ID; and c) that Republicans are attempting to “suppress” the votes of Democratic constituencies in a bid to revive Jim Crow. 

To believe a), you must assume that Americans, who engage in widespread tax evasion (an estimated $2 trillion in income goes unreported), insurance fraud (an estimated $80 billion dollar’s worth in 2006), identity theft (15 million victims annually), and thousands of other deceptions and crimes large and small are perfect angels when they step into the voting booth. Vote fraud simply “doesn’t exist,” pronounced Attorney General Eric Holder.

It’s extremely difficult to track vote fraud.

The possibility of 1.4 million cases in West Africa by January 2015 is scary, but it doesn't approach the 100 million deaths from the Spanish Flu in 1918-1920. I remember my father talking about it. He was a boy when he contracted it. His folks got it too. It seemed as if everyone in the world got it or was affected by it. Everyone wore surgical style masks when they were in public. My father's family survived, but they were lucky and his father was a physician. That may have helped.

Now there is Ebola. Certain strains have killed 90% of those whom were infected in Africa.

Keeping it from spreading to other continents is an imperative that is lost on our PC President and his Administration. m/r

The Hunt for an Ebola Vaccine by Paul Howard, City Journal 28 October 2014

We could have one by next year, but it may not be enough to stop the virus’s deadly spread.

The effort to contain the spread of Ebola through traditional infection-control measures in West Africa may fail. The nations suffering from the outbreak are poor, and their medical infrastructures are already strained past the breaking point. Many hospitals in Liberia lack even basics like gloves, soap, and bleach. Meanwhile, the American effort to build treatment units and train medical personnel in the region has been slow to launch and will likely get going too late to make a material difference in halting the spread of the virus. In a worst-case scenario, the Centers for Disease Control has predicted, there could be 1.4 million cases in West Africa by January 2015. To date, West Africa has seen nearly 10,000 cases of Ebola, with 5,477 fatalities, according to the World Health Organization. The CDC believes that those figures may be low; there may be two to three times as many infections as reported.

The American media has been obsessively focused on whether the United States should impose a ban on travel from the most severely affected countries. The problem with that idea is that a vast humanitarian disaster in West Africa would quickly spill over into other countries not affected by the American ban. An asymptomatic virus carrier could circumvent a ban by taking a plane from Liberia to Paris, say, and then Paris to the United States. A travel ban would likely push patients underground, too, limiting public-health authorities’ ability to track and treat the disease. There is simply no “zero contagion” policy possible for the United States. The real nightmare scenario for America would be if Ebola spreads to more globally connected, developing countries with public-health systems unequipped to deal with it. That would be a disaster for the global economy. And if the disease made the jump to Central America, a humanitarian disaster could unfold on our doorstep.

If the virus continues on its current trajectory, our best hope to stop it lies in the development of a successful vaccine. Vaccines against Ebola have been tested on macaque monkeys since the 1990s. After 9/11, the U.S.began investing heavily in Ebola research, concerned about the virus’s potential as a bioweapon. Various pieces of legislation, including Project BioShield in 2004 (reauthorized in 2013), and billions of federal dollars have been focused on financing the development and stockpiling of “medical countermeasures” against likely agents of bioterrorism—including hemorrhagic fevers like Ebola and Marburg.

It’s hard work keeping up with Obama, Elizabeth Warren, and other Demo-Bolshevists.

Hillary Clinton’s Friday warning to a Boston audience, “Don’t let anybody tell you that it’s corporations and business that create jobs,” felt like a “jump the shark” moment even within a Democratic Party that has adopted a similarly ignorant and harmful anti-capitalist mantra.

The most well-known recent Democratic dismissal of entrepreneurs came from President Obama during the 2012 election campaign season: “If you’ve got a business, you didn’t build that. Somebody else made that happen.” The entire rant is equally inflammatory, demonstrating a complete lack of understanding of economics and a reprehensible dismissal of those risk-taking businesspeople — with whom Obama never associates except when collecting their checks at Silicon Valley fundraisers — who power the economic engine of the free world.

But Barack Obama, not exactly a fountain of new ideas, didn’t come up with this by himself and he isn’t even the poster child for class warfare in the United States. That dubious honor goes to Senator Elizabeth Warren (D-MA) who in 2011 told a group of supporters that “There is nobody in this country who got rich on his own. Nobody. You built a factory out there — good for you! But I want to be clear. Mrs. Clinton’s statement goes well beyond Obama’s and Warren’s muddle-headed formulations of Progressive class warfare into a level of speciousness so obvious that even most Democrats would not actually believe her: After all, who other than businesses or corporations create jobs in this country? Individuals who are not operating as businesses rarely create jobs. That leaves only the government.

From the moment that Sharyl Attkisson met a shadowy source I’ll call Big Mac, she was plunged into a nightmare involving mysterious surveillance of her computers.

They met at a McDonald’s in Northern Virginia at the beginning of 2013, and the source (she dubs him Number One) warned her about the threat of government spying. During their next hamburger rendezvous, Big Mac told Attkisson, then a CBS News reporter constantly at odds with the Obama administration, that he was “shocked” and “flabbergasted” by his examination of her computer and that this was “worse than anything Nixon ever did.”

Attkisson’s forthcoming book--“Stonewalled: My Fight for Truth Against the Forces of Obstruction and Intimidation in Obama’s Washington”—reads in part like a spy thriller. Just when you think Attkisson’s imagination might be running away with her comes wave after wave of evidence that both her CBS computer and personal iMac were repeatedly hacked and its files accessed, including one on Benghazi. A consultant hired by CBS reached the same conclusion. Further scrutiny of her personal desktop proves that “the interlopers were able to co-opt my iMac and operate it remotely, as if they were sitting in front of it.” And an inspection revealed that an extra fiber-optics line had been installed in Attkisson’s home without her knowledge.

This is chilling stuff.

On Thursday October 23, Zale Thompson, 32, attacked four New York Police Department officers with an 18 inch hatchet slashing one officer in the head and another in the arm before he was fatally shot by another officer.

Although New York City Police Commissioner William Bratton declared that the hatchet attack was a terrorist act by a self-radicalized Muslim convert it was widely reported that authorities were also trying to determine if Thompson had any history of mental illness. The axe attack was one month after Muslim convert Alton Nolen beheaded a co-worker and nearly beaded another woman in Moore, Oklahoma. Early reports in that incident suggested that Nolen may have suffered from mental illness.

One of the primary reasons law enforcement, the media and the public almost always interpret these inexplicable acts as a form of mental illness is that violence in American culture is understood in the context of a Western rational worldview that can only fathom bizarre aberrant acts as the result of a psychologically disturbed individual. Even after overwhelming evidence demonstrates that violent incidents are committed in the goal of jihad, the offender is still widely considered to be an emotionally disturbed person whose mental illness made him vulnerable to jihadist messaging.

It is simply too frightening to comprehend that beheadings and axe attacks are the result of a rational choice to kill designated enemies in the name of Islam. It is much easier to sleep at night if you assume that this is just two crazy disaffected loners instead of followers of an organized international religious movement comprised of thousands of true believers who are willing to kill and die on the orders of their charismatic leader, particularly when those orders are delivered via twitter.

Investigations into these crimes are hindered by justice department policies that ban the use of race, religion and ethnicity in profiling by law enforcement officers. In addition to these politically correct impediments, FBI profiling is inherently problematic.  …

Everyone who hasn’t drunk the progressive Kool-Aid is aware that during elections Democrats resort to the race card to scare African Americans, for whose intelligence they have limitless contempt, into voting for them. If Republicans are elected, their propaganda claims, “black churches will burn” or the racial clock will be turned back to the era of segregation, an era that Democrats happen to have been directly responsible for.

This year it’s the mythical threat white policeman allegedly pose to black youth, as Democrats and their media enablers encourage a “lynch mob” mentality — as Howard Kurtz put it recently — in a desperate attempt to pocket black votes.

A flyer distributed by the Georgia Democratic Party (Ferguson is in Missouri) warns:

“On August 9, 2014, an unarmed 18-year old African-American named Michael Brown was fatally shot six times and killed by a white police officer, his body left in a pool of blood for four hours. Ferguson Missouri’s population is 67% African-American. But the city’s mayor, 5 of its 6 city council members, and 94% of its police force are white. What are we going to do about it? If we want a better, safer future for our children, it’s up to us to vote for change.”

Note first that this flyer was distributed in Georgia, not Missouri. In other words, according to Democrats: Republicans everywhere are racists. Moreover, if 67 percent of Ferguson citizens are black and they elect a white mayor and city council members shouldn’t that be applauded as a sign that they are committed to America’s inclusive ideal, and are not voting along racial lines? Wouldn’t Democrats be saying that if white majority populations were voting for blacks (as they in fact do)? Once again the claim that this reflects white racism is itself a racist claim, one that is typical of self-hating progressive whites.

The flyer’s timing couldn’t have been worse. The just released autopsy report shows that Michael Brown was only unarmed because he failed to wrestle Officer Darren Wilson’s gun from his holster, when he attacked Officer Wilson in his police car. How many innocent citizens attack a policeman in his police car and attempt to grab his gun from him?

Cuomo said on Sunday night that medical workers who had contact with Ebola patients in West Africa but did not show symptoms of the disease would be allowed to remain at home and would receive compensation for lost income.

Mr. Cuomo’s decision capped a frenzied weekend of behind-the-scenes pleas from administration officials, who urged him and Gov. Chris Christie of New Jersey to reconsider the mandatory quarantine they had announced on Friday. Aides to President Obama also asked other governors and mayors to follow a policy based on science, seeking to stem a steady movement toward more stringent measures in recent days at the state level.

The announcement by Mr. Cuomo seemed intended to draw a sharp contrast — both in tone and in fact — to the policy’s implementation in New Jersey, where a nurse from Maine who arrived on Friday from Sierra Leone was swiftly quarantined in a tent set up inside a Newark hospital, with a portable toilet but with no shower. …

It’s amusing to watch theNew York Times contort itself into a pretzel when one of its left-wing orthodoxies conflicts with another. Last Sunday, theTimes led its front page with Anemona Hartcollis’s remarkably sympatheticstory about claims by “mental-health advocates”—who typically advocate the “rights” of the severely mentally ill to refuse treatment and sleep in their own excrement on the sidewalk—that a New York law is making it difficult for mental health patients identified as dangerous to obtain and keep guns. A provision of the SAFE Act (“Secure Ammunition and Firearms Enforcement Act of 2013”) requires mental-health professionals to report any patient “likely to engage in conduct that would result in serious harm to self or others,” and requires local gun-licensing authorities to revoke or suspend licenses held by these patients and to deny any new applications from them for five years after such a report. Any such revocation or suspension, or a patient’s continued ineligibility for a license during the five-year period, can be challenged in court under the state’s administrative-review statute.

The tone and prominence of Sunday’s article suggest that the Times has decided that its support for expansive rights for the mentally ill trumps its support for expansive gun-control legislation. Speaking favorably for what must be the first time of “the right to bear arms” (without a single harrumph about a well-regulated militia), the Times frets that the provision has denied this right to 34,500 “people with mental health issues,” though it notes that only 278 of them actually had gun permits. Trotting out its usual talking points about the rights of the mentally ill (rather than its usual talking points about gun control), the Times quotes unnamed “advocates” and “experts” who warn that such laws “stigmatize people with mental illnesses” and “discourage patients from seeking help.” They lecture us that “the vast majority of people with mental illnesses are not violent.” The Times also indicates concern that a court proceeding is the only recourse available to a reported patient and, in what must surely be another first, respectfully quotes a spokesman for the NRA, which favors the creation of an administrative-review process as well, “to make sure that ‘these decisions are not being made capriciously and maliciously.’”

The NRA makes a fair point. But it’s hard to imagine the Times giving a similarly sympathetic hearing to the NRA’s concerns that a gun control provision might “capriciously and maliciously” infringe “the right to bear arms” of law-abiding citizens without “mental health issues.”

… Obama’s trusted senior advisor, Valerie Jarrett, was a key player in the effort to cover up that Attorney General Eric Holder lied to Congress about the Fast and Furious scandal, according to public records obtained by Judicial Watch.

The information is part of a Department of Justice (DOJ) “Vaughn index” detailing records about the gun-running operation known as Fast and Furious. JW had to sue the agency for the records after the Obama administration failed to provide them under the Freedom of Information Act (FOIA). A federal court ordered the DOJ to provide the records over the agency’s objections. Yesterday JW reported on the broad information in the records, including that Obama asserted executive privilege for Holder’s wife as part of the administration’s efforts to cover up the scandal.

Practically lost in the 1,000-plus pages of records is an index that shows Jarrett was brought in to manage the fact that Holder lied to Congress after the story about the disastrous gun-running operation broke in the media. The Bureau of Alcohol, Tobacco Firearms and Explosives (ATF) ran the once-secret program that allowed guns from the U.S. to be smuggled into Mexico so they could eventually be traced to drug cartels. Instead, federal law enforcement officers lost track of hundreds of weapons which have been used in an unknown number of crimes, including the murder of a U.S. Border Patrol agent in Arizona.

The files received by JW include three electronic mails between Holder and Jarrett and one from former U.S. Attorney Dennis Burke to Jarrett. The e-mails with Holder are all from October 4, 2011, a significant date because, on the evening of October 3rd, Sheryl Attkisson (then at CBS news) released documents ...

Could control of the Senate in 2014 be decided by illegal votes cast by non-citizens? Some argue that incidents of voting by non-citizens are so rare as to be inconsequential, with efforts to block fraud a screen for an agenda to prevent poor and minority voters from exercising the franchise, while others define such incidents as a threat to democracy itself. Both sides depend more heavily on anecdotes than data.

In a forthcoming article in the journal Electoral Studies, we bring real data from big social science survey datasets to bear on the question of whether, to what extent, and for whom non-citizens vote in U.S. elections. Most non-citizens do not register, let alone vote. But enough do that their participation can change the outcome of close races.

Our data comes from the Cooperative Congressional Election Study(CCES). Its large number of observations (32,800 in 2008 and 55,400 in 2010) provide sufficient samples of the non-immigrant sub-population, with 339 non-citizen respondents in 2008 and 489 in 2010. For the 2008 CCES, we also attempted to match respondents to voter files so that we could verify whether they actually voted.

How many non-citizens participate in U.S. elections? More than 14 percent of non-citizens in both the 2008 and 2010 samples indicated that they were registered to vote. Furthermore, some of these non-citizens voted. Our best guess, based upon extrapolations from the portion of the sample with a verified vote, is that 6.4 percent of non-citizens voted in 2008 and 2.2 percent of non-citizens voted in 2010. …
