Boehner Tries to Resuscitate Dying Border Bill

In the Speaker's lobby just off the House floor, members of Congress were full of recriminations over how the border bill had just died -- until it sprang back to life.

House leadership has announced a 3pm special conference meeting to discuss the issue and raised the possibility of additional votes before the House departs for summer recess. 

The change is an abrupt shift from a decision to pull the bill and leave without a vote on it at all. According to Republicans familiar with the matter, the decision prompted a sudden and fierce backlash against Speaker John Boehner from rank-and-file members who wanted to be able to tout passage of the bill to constituents over the summer break.

In particular, members said, the House shouldn't leave without even taking a vote -- raising the prospect that the measure may come to the floor, only to be defeated as House leaders knew it would be hours earlier.

With the situation so fluid, however, a closed-door conference meeting even could prompt discussion of an alternative legislative package.  [Boehner, what a puts!]

On a three-day trade mission to Mexico, California governor Jerry Brown talked most frequently about climate change and immigration, and spoke passionately about the link between the two, according to the Wall Street Journal.

“We can see how some are fearful of children walking across the border,” Brown said at the signing of a voluntary climate-change agreement with Mexico’s Ministry of Environment and Natural Resources, according to the Journal. “What will they think when millions of people are driven north from the parched landscapes of a world degraded by intensifying climate change?”

Brown reportedly spoke of California’s relationship with Mexico as older than the one his state has with the “government in Washington.” Brown pledged to do whatever he could do to aid the Central American unaccompanied alien children arriving in his state and proclaimed his support for additional shelters for the illegal-immigrant children in California.

Pinal County, AZ Sheriff Paul Babeu announced that over 120,000 illegal immigrants have been arrested in just the Tucson sector of the southern border. “We have [had] 123,000 illegals arrested right here in the Tucson sector” Babeu said on Wednesday’s “Sean Hannity Show.”  He added that eight “cartel scouts” arrested in the last month.  “close to 60,000, what’s predicted to be 90,000 by October 1 of unaccompanied juveniles” are expected cross the border in just the Del Rio Sector of Texas. [Note: Babeu is likely referring to number of unaccompanied juveniles apprehended along the entire border and misspoke when he mentioned the Del Rio Sector.]

Babeu also criticized the Obama administration’s lack of interest in securing the border, stating that Hannity has “done more on this issue...than, not just Jeh Johnson, than the president and every member of his cabinet combined.”

He concluded that unless the illegal immigrants crossing the border are deported, the additional funding that the president has requested to secure the border would go to waste, and “you might as well throw it out the window.”

WASHINGTON — The Obama administration abandoned a corruption case against an Arizona border patrol agent after his attorney accused federal agents of entrapping his client, and spending federal dollars on strippers, plane tickets, and tickets to a Manny Pacquiao fight as part of their investigation.

A federal judge dismissed money-laundering and corruption charges against Customs and Border Protection agent Lauro Tobias Tuesday in response to dismissal motions from both the Department of Justice and Tobias’ attorney, which were filed within hours of each other July 25.

Tobias, a 10-year veteran of the CBP who also served in the Air Force for two decades, was arrested in March 2013 after he took a trip from Phoenix to Las Vegas for a drug deal — six kilograms of cocaine were exchanged with unnamed persons for $100,000. Tobias was paid $4,000 for working as security during the deal, based on court documents.

Tobias has maintained he did not know the trip was for a drug deal, and that he was assured the exchange was legal.

But, based on court documents, the drug deal wasn’t real:

House Republicans have released a Lois Lerner email exchange from November 2012 that “clearly demonstrates why Ms. Lerner not only targeted conservatives, but denied such groups their rights to due process and equal protection under the law,” wrote House Ways and Means Committee Chair Dave Camp (R-MI) in a letter to U.S. Attorney General Eric Holder. The emails were part of additional evidence the Committee turned over to the Justice Department (DOJ) to support a thorough investigation of the IRS’s criminal behavior. “While the Committee has not seen an evidence of a serious investigation by your Department, it is my sincere hope that in light of this new strong evidence that you immediately begin aggressively investigating this matter or appoint a special counsel. The failure to do so will only further erode public trust in not only the IRS, but the Department as well,” Camp warned.

The emails are indeed damning, and they were sent by Blackberry while Lerner was apparently traveling in Great Britain. Lerner begins an exchange with a personal associate who did not work at the IRS, during which the former director of the Exempt Organizations Unit makes no effort to hide her contempt.

Lerner begins this part of the exchange by saying she overheard some women say America was bankrupt and “going down the tubes.” The friend replies, “You should hear the whacko wing of the GOP. The US is through; too many foreigners sucking the teat; time to hunker down buy ammo and food, and prepare for the end. The right wing radio shows are scary to listen to.” Lerner responds, “Great. Maybe we are through if there are that many assholes.” The friend replies, “And I’m talking about the hosts of the show. The callers are rabid.” Lerner responds, “So we don’t have to worry about aliens terRorists (sic). It’s our own crazies that will take us down.”

Camp is using this information to make the case that Lerner’s bias is self-apparent, and that the DOJ should get more involved in reviewing her, along with the IRS. He also reiterated his contention that Holder has yet to make a determined effort to do so. “Despite the serious investigation and evidence this Committee has undertaken into the IRS’s targeting of individuals for their beliefs, there is no indication that DOJ is taking this matter seriously,” he said in a statement. “In light of this new information, I hope DOJ will aggressively pursue this case and finally appoint a special counsel, so the full truth can be revealed and justice is served.”

Two Peace Corps volunteers in Liberia have been isolated for exposure to the Ebola virus, CBS News has learned.

They are currently showing no signs of sickness. The incubation period for the disease can be up to 21 days. The names of the isolated Americans have not been released.

A Peace Corps spokeswoman confirmed to CBS News that the two "had contact with an individual who later died of the Ebola virus."

As a result of the growing spread of the deadly, incurable virus, Peace Corps is temporarily evacuating 340 volunteers from Guinea, Liberia and Sierra Leone, the three worst-hit countries. …

Former senior IRS official Lois Lerner had deeply held political biases while she was in a position of authority, according to Republican lawmakers who unveiled emails on Wednesday showing her referring to conservatives as 'crazies' and 'a**holes.'

Michigan Rep. Dave Camp, who chairs the powerful House Ways and Means Committee, wrote to Attorney General Eric Holder to demand what he called 'a serious investigation' – something he said has been lacking.

Camp wants Holder to appoint an outside special counsel to probe the culture of the IRS and explain why hundreds of conservative groups were subjected to intrusive questioning and years-long delays when they applied for nonprofit tax benefits – steps that were not taken against liberal organizations.

He told the attorney general on Wednesday that the newly disclosed email correspondence 'shows Ms. Lerner's mistreatment of conservative groups was driven by her personal hostility toward conservatives.'

In an exclusive interview with Benswann.com,  Jim Fox, the scout leader of the Mid-Iowa Boy Scout Troop 111, explained what happened earlier this month at a checkpoint along the Alaska – Canada border.

At the check point, one of the boys took a picture of the border agent and “threw the agent into a frenzy.” According to Fox, the agent immediately confiscated the camera, told the boy that he could be subjected to 10 years of prison or a $10,000 fine. The boys and driver were escorted inside the border patrol station.

“The border agent tried to bait me. He wanted to get a reaction out of me and I did not give it to him,” said Fox. The border agent didn’t want Fox to follow him while he searched the van because Fox might turn over “search techniques to the undesirables.”

One of the agents asked to see one of the bags of the scouts. One scout knew where the bag was and tried to get the bag to assist the agent. That’s when Fox said an agent had a loaded pistol pointed at the boy.

Fox said that the boy thought the agent was going to shoot him and got back into the van. “They were sitting there scared to death,” said Fox.

In a surprising decision, a federal judge overturned Washington, D.C.’s open and concealed carry banthis past weekend. While the ruling has received some fanfare, few reports have paid attention to the section in the order that invalidated D.C.’s firearms residency requirements. Just lifting the ban would have affected the approximately 630,000 residents living within the District of Columbia, but the judge went a step further with his little noticed residency decree.  

Legal experts say this is the first time a judge has ruled on—or even been presented with in this manner—the hot-button firearms issues of residency and reciprocity. The judge determined that non-residents cannot be barred from carrying handguns in D.C. simply because they do not live there. This establishes an uncharted precedent that has the potential to affect gun laws across the country. In the interim, it has already madehuge waves inside our nation’s capital.

The immediate implications are significant, according to John Lott, a preeminent gun law expert and president of the Crime Prevention Research Center. “We have a big experiment now, where people who come into work in D.C. are going to be able to carry....In fact, even more people can carry now in D.C. than can carry in Virginia or Maryland. In Maryland, it’s very difficult to get a permit, but I can go and lock my gun in my trunk in Maryland, drive into work in D.C., and as soon as I cross the border, take the gun out and put it in my pocket.”

WASHINGTON (AP) — The Obama administration pushed back strongly Monday at a torrent of Israeli criticism over Secretary of State John Kerry's latest bid to secure a cease-fire with Hamas, accusing some in Israel of launching a "misinformation campaign" against the top American diplomat.

"It's simply not the way partners and allies treat each other," State Department spokeswoman Jen Psaki said.

Her comments were echoed by the White House, where National Security Adviser Susan Rice said the U.S. was "dismayed" by mischaracterizations of Kerry's efforts. Israeli media reports have cast Kerry as seeking a cease-fire that is more favorable to Hamas and being dismissive of key Israeli concerns.-

A deficit of smarts and principles is hamstringing the GOP when America needs it most.

Last week, amid alarm bells going off in Gaza, Ukraine, and on the Texas border, and while he golfed and attended campaign fundraisers, President Barack Obama saw his approval rating as measured by Gallup drop to 39 percent. Some 54 percent of the venerable polling firm’s respondents registered active disapproval of the president’s job performance, an indication that America is coming to a consensus around the idea that Obama is a failure in office.

This comes with a flurry of mainstream media reports speculating that Obama has checked out of his job, and a growing acceptance of the narrative that the president simply doesn’t care anymore.

Isn’t this something new in American history? Jimmy Carter was an abject failure just like Obama is, but nobody complained during the denouement of his presidency that he didn’t care. Woodrow Wilson’s disastrous presidency ended in his convalescence following a stroke, but Wilson succumbed while in the midst of a whistle-stop campaign attempting to build support for the League of Nations. George W. Bush left office with little or no political capital left, but few thought he was disengaged amidst the financial crisis that descended in the final months of his presidency.

In Obama, America has a president the country sees as both incompetent (or worse) and phoning it in.

The opposition party should be seeing its coffers swell and its electoral fortunes shimmering, no?

And yet, while these are hardly the worst of times for Republicans, the party’s ascendance is not the story. Instead, the GOP has suffered from a troubling inability to galvanize its current and former supporters.

… Hamas terrorists emerged from a tunnel inside Israel Monday evening and killed five soldiers, but failed to carry out an abduction.

The attack took place south of Kibbutz Nahal Oz in the vicinity of the Karmi Crossing with the Gaza Strip.

The five soldiers were named by the army as Sgt. Daniel Kedmi, 18, from Tsofim; Sgt. Barkey Ishai Shor, 21, from Jerusalem; Sgt. Sagi Erez, 19, from Kiryat Ata; Sgt. Dor Dery, 18, from Jerusalem; and Sgt. Nadav Raimond, 19, from Shadmot Dvora.

The Hamas squad surfaced 150 meters inside Israel and fired an anti-tank missile at an army position. The barracks, just below the lookout tower, was hit, and four soldiers were mortally wounded. The soldiers in the lookout tower spotted the squad advancing on the position and trying to drag away one of the soldiers who had been hit. They then opened fire, killing at least one of the gunmen. The others fled.

They army said it was looking for the gunmen both on the other end of the tunnel and on Israeli soil, conducting searches to make sure that none of them remains in Israel. ...

The Gotham mayor must decide whether to listen to his police commissioner or the New York Times.

New York mayor Bill de Blasio is facing the most momentous decision of his still-new mayoralty: whether to take his public safety cues from the New York Times editorial board and sundry anti-cop activists, or from his police commissioner, William Bratton. Pressure has mounted on de Blasio from his base over the last week to repudiate the strategy known as broken-windows policing. That pressure follows the death of a man whoresisted arrest for selling untaxed cigarettes, an arrest (minus the death) that exemplifies broken-windows or public-order enforcement. De Blasio has been on vacation since last Sunday, but now that he is back in City Hall, his handling of the growing controversy over Eric Garner’s death will reveal what the city will be like over the next four years.

The anti-cop forces have shifted the focus of attention from the tactics used to subdue Garner after he resisted arrest—which is where attention should stay—to the very enforcement of misdemeanor laws themselves, such as the one against illegal cigarette sales. The New York Times’s lead editorial on Saturday, “Broken Windows, Broken Lives,” exemplifies this opportunistic turn against quality-of-life enforcement: “How terrible it would be if Eric Garner died for a theory, for the idea that aggressive police enforcement against minor offenders . . . is the way to a safer, more orderly city.” The Times suggested that the total number of arrests last year—394,539—was too high, without enlightening us as to what a proper number would be. (Connoisseurs of the “stop, question, and frisk” debates will recognize this tactic.) Taking up its favorite racial theme, the Timesclaimed that broken-windows policing has “pointlessly burdened” young black and Hispanic males with criminal records. The link between broken-windows policing and greater safety is only “hypothetical,” the editorial announced, ignoring evidence to the contrary. The paper ended with a condescending slight toward Bratton and an ultimatum for de Blasio: “Mr. Bratton should not be a once-innovative general fighting the last war. Mr. de Blasio was elected on a promise of being a transformative mayor who would recognize the times we live in and respect the communities whose residents fear the police. Now is the time to show it.” (Those “communities,” by the way, whom the Times claims “fear the police,” arefilled with law-abiding residents who only feel safe when the police are around.)

How has it come to pass that the host of E! Network’s Fashion Police and author of Men Are Stupid . . . And They Like Big Boobs: A Woman’s Guide to Beauty Through Plastic Surgery thinks more clearly about the Jewish state and its terrorist neighbors than the bulk of the American entertainment industry, the majority of the global media, and the president of the United States? For someone on the crest of every trend, doesn’t Rivers know she is dangerously out of fashion on the subject of Israel?

Abuja (AFP) - Nigeria was on alert against the possible spread of Ebola on Saturday, a day after the first confirmed death from the virus in Lagos, Africa's biggest city and the country's financial capital.

The health ministry said Friday that a 40-year-old Liberian man died at a private hospital in Lagos from the disease, which has now killed more than 650 people in four west African countries since January -- the deadliest outbreak in history.

The victim, who worked for the Liberian government, collapsed at Lagos international airport after arriving on a flight from Monrovia via the Togolese capital Lome on Tuesday, according to the Nigerian government.

He did not come into contact with the public in Lagos other than health workers before being isolated at the hospital, they added.

A very harsh assessment comes from an Israeli government source on the efforts of U.S. Secretary of State John Kerry to broker a ceasefire late last week.

The Times of Israel is reporting that a government official told Israeli Channel 2 that Kerry “dug a tunnel under the Egyptian ceasefire proposal” which was accepted by Israel on Friday, and gave the Israeli government a text that accepted most of the demands made by Hamas.

To the “horror” of the Israeli ministers, the Kerry proposal accepted Hamas’s demands for the opening of border crossings into Gaza — where Israel and Egypt fear the import of weaponry; the construction of a seaport; and the creation of a post-conflict funding channel for Hamas from Qatar and other countries, according to the sources. The proposal, meanwhile, did not even provide for Israel to continue demolishing the Hamas network of “terror tunnels” dug under the Israeli border.

Rather than provoke an open diplomatic confrontation with the United States, the report said, the appalled ministers chose not to issue an official statement rejecting the Kerry terms. Instead, word of the decision was allowed to leak out.

The cabinet was meeting again on Saturday night to discuss all aspects of the 19-day conflict with Hamas. Ongoing efforts were being made to reformulate the ceasefire terms, Israeli sources said.

Channel 2′s diplomatic reporter Udi Segal said “voices” from the cabinet had described Kerry as “negligent,” “lacking the ability to understand” the issues, and “incapable of handling the most basic matters.”

The Washington Post reports that the presiding judge in the military commission prosecution of the 9/11 plotters has severed from the still unscheduled trial one of the five defendants, Ramzi Binalshibh.  That means that, if ultimately tried at all, Binalshibh would be tried separately, who knows when.

As related in the report, the ruling seems very strange. The judge, Army Col. James L. Pohl, is said to have explained, as the Post puts it, that “the court needs to resolve whether Binalshibh has the mental capacity to participate in the trial.” This is difficult to square with the report’s simultaneous assertion that “neither the government nor Binalshibh’s lawyer argue that he is mentally incompetent.” To be sure, there have been questions for years about the terrorist’s mental state; but one of his civilian lawyers insisted to the Post that Binalshibh wanted to go to trial with his co-defendants. He did not wish to be severed.

There is also said to be a conflict-of-interest issue to sort out, but that claim, too, does not fare well under scrutiny.

Earlier this year the FBI began probing a defense leak of a manifesto written by Binalshibh’s more notorious co-defendant, Khalid Sheikh Mohammed. The manifesto was among the many documents covered by a court non-disclosure order. As I detailed in a National Review column …

WASHINGTON — The District of Columbia’s ban on carrying handguns outside the home is unconstitutional, a federal judge has ruled.

In a 19-page ruling made public Saturday, U.S. District Judge Frederick J. Scullin concluded that the Second Amendment gives people the right to carry a gun outside the home for self-defense.

The lawsuit challenging the city’s ban on carrying handguns outside the home was filed in 2009 by three District of Columbia residents, a New Hampshire resident and the Washington state-based Second Amendment Foundation. It came shortly after the city rewrote its gun laws following a landmark U.S. Supreme Court decision that struck down the city’s 32-year-old ban on handguns in 2008.

 "Newfound strengths"? Hardly.

One of the luckiest people on earth last week was the person at the Associated Press who began a Thursday report ^[1] by telling readers: “Out of a seemingly hollow recovery from the Great Recession, a more durable if still slow-growing U.S. economy has emerged.”

Translation: “This ‘new normal’ economy President Barack Obama and the left have created is as good as it’s going to get. So learn to like it.”

Ordinarily, the perpetrator of such nonsense would have been known and subjected to the relentless personal ridicule he or she deserves. But this is the week the AP’s union, the News Media Guild, upset that its members have been working without a contract for almost eight months after a year of negotiating, began a series^[2] of childish “multiple protests” they think will cause the news co-op “to start bargaining in good faith.” (The News Media Guild’s militance largely explains why the AP’s coverage of labor-related matters is so routinely biased.)

One of those “protests” was “a four-day byline and credit boycott” by reporters and photographers who refused to put their names on dispatches and photos submitted from Tuesday through Friday. The tortured statement which opened this column came out smack dab in the middle of that boycott, which the union hilariously described as “a sacrifice.”

Even the AP reporter’s admissions concerning how weak the economy’s performance has been under President Barack Obama were watered down.

watchable in almost anything, even commercials. He had great sexual chemistry, which is why his leading ladies loved working with him. For my money, when it comes to Sixties sex comedies, he was better with Doris Day than Rock Hudson was, and not just for the obvious reason. InMove Over, Darling, Doris and Polly Bergen crank it up a tad too much too soon, and it's Garner dialing it back and reeling it in who keeps the picture's contrivances from getting too much. Over a third of a century, he made three movies with Julie Andrews, and made her seem desirable, which is a trick not every leading man could pull off. And, of course, he and Mariette Hartley turned those Seventies/Eighties Polaroid commercials into such mini-masterpieces of effortless charm that most viewers assumed the relationship had to be real. The chemistry was so good Miss Hartley began going around in a T-shirt proclaiming "I am NOT Mrs James Garner."

On the other hand, he had great non-sexual chemistry with Donald Pleasence in the chick-less Great Escape. Indeed, it's the only really personal relationship in the picture, as Garner's breezy, affable "Scrounger" assumes personal responsibility for the fate of the shy British document-forger as he loses what little eyesight he has left.

After his turn in the otherwise bland Mel Gibson movie version of Maverick in the Nineties, I thought that he'd enjoy a grand Clint-like old age on the big screen.

Light rail systems keep cropping up in blighted urban area, make no money, go where few want to go and the rides get mugged.

His strategy to divide Hamas and Fatah, and strengthen the latter, seems to be working. 

Clausewitz famously noted, “War is the continuation of policy by other means.”

Correspondingly, Israel’s military campaign in Gaza has had two objectives. First, to degrade and deter Hamas rocket teams. Second, to weaken Hamas as a political actor.

On both counts, Israel appears to be finding success. Rocket strikes from Gaza are decreasing in frequency, and Hamas is suffering major losses. Yesterday, 150 Hamas fighters surrendered to Israeli forces in the strategic Gaza–Egypt border town of Rafah.

Most significantly, however, Palestinian Authority president Mahmoud Abbas is signaling a major split with Hamas.

On Wednesday, Abbas supported the Hamas “strings attached” negotiating position — accepting the idea of a ceasefire only so long as Israel loosens its economic blockade of Gaza. However, yesterday, following discussions with Jordan’s King Abdullah, Abbas said that Egypt’s ceasefire proposal, which includes no such concession and was previously rejected by Hamas, “should be approved.” This change in tone is a clear break in Palestinian unity. Conversely, Hamas chairman Khaled Mashal, insists his group won’t accept a ceasefire until the economic blockade of Gaza is lifted, Palestinian prisoners released, and border controls relaxed (all prerequisites Israel won’t accept). Repudiating Hamas, Abbas claimed that those issues could be addressed “after” any ceasefire.

As I explained last week, driving a wedge into the Fatah–Hamas unity government is a key priority for Netanyahu.
