"Actually, it was mandatory...in elementary school, in the early 60's. Of
course, the public school system taught youngsters to think
independently and rationally. Since those days, you have to complete
four years of college to get the equivalent of what was a high school
education. Even then, some have very poor problem solving skills. As to
government, it may be too late already. Very few have the will or
resources to promote the level of change necessary to alter our course."
